KiM: Serbian institutions in six stages (Vecernje Novosti)

The formation of Serbian institutions in KiM will begin immediately after 5 December and the next round of Brussels dialogue. Dacic: CSM is not a new RS, but will have clear authority, along with the court, the prosecution and the police.

All details about the formation of the future Community of Serbian municipalities should be known for two weeks, and after meeting between the Prime Minister Ivica Dacic and Hashim Thaci with Catherine Ashton , on 5th December in Brussels.

As Novosti learns, by then the draft statute of CSM and the Special Constitutional Law should be made, which will be verified by two-thirds majority of members of the National Assembly.

According to our information, the statute should define ways of formation, functioning and the CSM decision-making, how the community will be funded, and who will be its president.

Still is not decided whether all members of the 10 municipalities in CSM will enter the CSM assembly or will be applied delegate principle, depending on the size of the municipality.

Prime Minister Dacic said that the establishment of the CSM provide Serbs with legitimate common leadership:

– The Community will not be like Republika Srpska, but its competence is known and will consist of ten municipalities. And police units will be constituted, the court and prosecutor’s office, which will match the ethnic structure of the population in that area.

At a meeting in Brussels, Dacic will seek from Ashton EU guarantees that Pristina will not hinder the formation of the CSM. With Thaci he will talk and about all Pristina’s refusals on fulfilling its obligations under the Brussels Agreement.

And the list is lengthy. Pristina has not yet adopted legislation on amnesty, budget and local government; it hinders the establishment of a network of judicial authorities and the appointment of members in regional team command in northern KiM.

Minister without portfolio responsible for Kosovo and Metohija Aleksandar Vulin said that the ban on visiting Strpce is just another in a series of attempts by Pristina to prevent the formation of the CSM:

– The battle in the north is already won, now it remains a struggle for the south. Pristina wants to dilute the CSM, to not to allow that majority is formed, and it knows that he majority is in the south. It knows that if “Srpska” gain power in six municipalities, the CSM will form.

Milovan Drecun, President of the Parliamentary Committee for Kosovo and Metohija, said to Novosti that the working group is already working on the development of the Statute and Constitutional Law, and that the whole process on the formation of the CSM should be completed soon after the end of voting and the declaration of the official results.

Stages until the formation of the CSM

  1. Constitution of 10 municipalities
  2. Municipalities to adopt a decision on the accession
  3. Adoption of proposal of the CSM statute
  4. Joint meeting of the municipalities assemblies
  5. Adoption of the statute, CSM formation and president election
  6. National assembly with two thirds majority to adopt the constitutional law of the CSM
