Kosovo needs a stable government; new elections are a bad solution (RTK2)

“All options are open and everything is still uncertain related to the majority of 61 votes in the Assembly, which is the number of votes required for the formation of the Government of Kosovo,” said adviser to Kosovo Prime Minister and member of the Democratic Party of Kosovo (PDK) Ardian Arifaj. He stressed that PDK is winner of these elections, so consequently the position of PM belongs to this party. 

Arifaj said that after the decision of Constitutional Court, PDK received the mandate to form the government, for which it has 15 days. PDK is open to talk with all political entities, except those who want to return back Kosovo. “The Government with the Democratic League of Kosovo (LDK) is maybe the best possible choice and that government would be stable,” says Arifaj. 

Professor of Constitutional Law, Riza Smaka said that election of the President of the Assembly is the focal point. “Only when we elect the parliament speaker we can start talks about forming the government. The Constitutional Court gave opinion, which to some extent deviate from the provisions of the Constitution, which are clear and precise and absolutely leaves no a dilemma.” 

He estimates that in case PDK doesn’t form a government within the stipulated period of 15 days, the president should delegate the party which was the second rated in the elections. If that party doesn’t succeed to form the government, then we can expect new elections, which is a bad solution. 

Political analyst Shpend Kursani said he thinks the PDK is opting for secret voting in the Assembly, because they believe that in this way they can ensure that MPs from the opposition parties vote for Thaci’s block. He added that there are MPs from LDK who are dissatisfied with the fact that LDK offered position of PM to Haradinaj. “Some dissatisfied MPs from the Alliance for the Future of Kosovo, LDK, and Self-determination can secretly vote for Thaci,” said Kursani. 

Kursani points out that the negotiating power of PDK reduced and that they are now ready to cede the prime minister position and five, six or even ten ministries, so they could stay in power. “I expect to get a new government rather than new elections. The government should be established as soon as possible. I do not have any option that is the best, they look more or less the same, since almost all of them are rightwing oriented,” said Kursani for RTK2.
