Ten days ago the President of Kosovo, Hashim Thaçi announced in Vienna that soon will start formation of working groups that would work on the draft of the Statute of ZSO (Association/Community of Serb municipalities). However, there is no official confirmation in Pristina about what “soon” meant.
The attitude of the Government of Kosovo was that until Serbia is not constructive in the agreements reached (international telephone code for Kosovo, energy, opening of the bridge on the Ibër/Ibar River), there will be no formation of the ZSO. And as a basic condition, it was stated, the elimination of parallel structures of Serbia in Kosovo. Representatives of Serbs in Kosovo institutions estimate that all agreements, including one on the ZSO, have to be implemented as it was agreed in Brussels.
– No single document that I have seen, which I received as a minister in the Government of Kosovo, in any of the points, does not contain agreement to abolish the so-called parallel institutions, which means that this issue is not a part of the agreement, and it seems to me that there will be talk in Brussels about it in the coming period. We seek implementation of the agreement on the ZSO as it was signed, nothing less and nothing more than that – Dalibor Jevtić, Minister for Communities and Returns told RTK2.
The date for the start of the preparation of the statute still is unknown, confirms the Ministry of Local Government that will be working on the writing of the statute of ZSO, closely with the working groups and OSCE.
– We will form a working group within the prime minister’s office, as well as the group which will be made of international experts, who will consider at the beginning the details of the decision of the Constitutional Court and determine the framework and guidelines for writing the Statute. We agreed that in the working group will be two representatives of Serbs from northern Kosovo, and two representatives from municipalities with Serbian majority south of the Ibër/Ibar. Until approval of the names, we will have a group that will prepare the Statute of Association in cooperation with the Ministry of Local Government and the OSCE. From time to time we will travel to Brussels to agree on the final form of the statute. Working groups will not have representatives from Serbia – told RTK2 Bajram Gecaj Deputy Minister for Local Government.
