Kosovo’s Foreign Minister Enver Hoxhaj said in Zagreb that the Kosovo government is committed to setting up a community of municipalities with Serbian majority (ZSO) but the mere fact that Serb political representatives did not come to the two meetings, shows that Belgrade has no political will for that to happen.
After talks with Croatian Foreign Minister Davor Ivo Stier, Hoxhaj said that there is no question that the Community of Serb municipalities could have any executive powers, or anything beyond what was provided by the Brussels Agreement and the Ahtisaari plan.
“The efforts that the community of municipalities serves as an extended arm of Serbia are unacceptable for us,” said Hoxhaj.
