The Council of Europe Commissioner for Human Rights Nils Muižnieks says that eighteen years after the end of the conflict, thousands of people are still denied justice in Kosovo. He states that it is high time to change course and to build a just and cohesive society. He lists as major conditions to achieve this, the prosecution and an effective sanctioning of all persons that were involved in wartime crimes, clarification of the fate of all missing persons, provision of adequate reparation for the war victims, and facilitation of the voluntary return to the IDPs.

The Council of Europe Commissioner for Human Rights Nils Muižnieks today released on the CoE web site a Memorandum, which followed on the occasion of his visit to Kosovo from 5 to 9 February.
