Enver Hasani, former President of the Constitutional Court of Kosovo, in an interview to the news website, explained the procedure that the President of Kosovo should follow for the formation of a new government. Hasani argued that President Thaci would make a serious violation of the constitution, if for the second time he does not give the mandate to form a new government to the party or coalition that has a majority in parliament. Hasani added that the ruling of the Constitutional Court in 2014 provides that the first opportunity to form a new government goes to the party or coalition that wins the elections. In case they fail, it is up to the discretion of the President to the party or coalition that can confirm a majority in Parliament.
