Pacolli with great power in Government

With only four votes in the Assembly but with a lot of power in the Government, Behgjet Pacolli enables PAN coalition to lead one government mandate.

Behgjet Pacolli’s AKR will get the first Deputy Prime Minister, five ministers, and seven deputy ministers.

In addition, pursuant to the Monday evening’s agreement, Pacolli was assured that after Hashim Thaçi, he will get the President’s post.

Analysts think that this agreement is based on a hypothetical situation.

According to Albert Krasniqi of Kosovo Democratic Institute, the two most problematic items of the agreement are, first, the one on a direct interference in independent institutions and diplomatic missions, and second, election of the President. Krasniqi believes that AKR has been given more than it has capacities to deal with.

PDK will have only one ministry more than AKR, as well as one Deputy Prime Minister.

AAK, besides the Prime Minister, will have three ministries, too.

The same number of ministries will belong to Nisma, as well as one Deputy Prime Minister.

It has not been confirmed yet what will be Srpska List’s share in this Government, but it was said that this political entity has requested three ministries. 

Mikullovci: No date set for continuation of constitutive session

Following the agreement of PAN coalition with Alliance for the Future of Kosovo (AKR) it was expected that the continuation of constitutive session would be held this week in the Assembly of Kosovo.

However, contacted by Klan Kosova, the constitutive session’s chair Adem Mikullovci said that no date has been set yet for holding the session.

“No, I haven’t taken any decision for the session,” he said.

Mikullovci further said that based on Monday’s agreement between PAN and AKR, representatives of these political entities were supposed to inform him until now regarding a possible date for proceeding with the next session for constitution of institutions, but this still hasn’t happened.

Lekaj: Assembly Speaker and Government within this week

AAK vice chairman Pal Lekaj said that institutions will be established during this week.

Lekaj, who is also a Member of Kosovo Assembly, said that after constitution of the Assembly, it will be proceeded with constitution of the Government. However, according to Lekaj, this voting will not happen within the same day.

Lekaj says that 24 hours need to pass from the election of Assembly Speaker, and then the President will mandate the PAN nominee Ramush Haradinaj to form the Government.

LB Quitts PAN

Lëvizja për Bashkim (LB) quit PAN coalition on Tuesday. A press release issued by this political entity says that it will not be part of the new Government, adding that Kosovo will have a Government which will rely on Srpska List.

According to LB, besides the unfair legal and political privileges provided to Serb minority by the Ahtisaari Settlement and Brussels talks, they will also be given even greater political power by the Albanian parties.

Molliqaj blames Mustafa for PAN-AKR agreement

Unification of PDK with AAK and Nisma, according to Vetëvendosje, was not done for the interest of the State.

Furthermore, according to Dardan Molliqaj, Monday’s agreement between PAN and Alliance for the New Kosovo (AKR) has only one goal, which is to save themselves.

But, according to Molliqaj, coronation of the coalition for the next Government between PAN and Behgjet Pacolli is happening due to Isa Mustafa’s guilt.

“LDK was not willing to reach agreement with Vetëvendosje on forming the Government,” Molliqaj stressed.

Talking to Klan Kosova Zona B show, former VV Organisational Secretary said that LDK chairman did not at all try to remove PDK from power, although LDK and VV had a meeting a few hours before the agreement between PAN and AKR was formalised.

Mogherini announces good results in Kosovo-Serbia dialogue

Federica Mogherini, the EU foreign policy Chief, said that her personal goal was to see practical, measurable progress for all the Western Balkans towards the European integration in two years. Mogherini expressed this stance while addressing Bled Strategic Forum in Slovenia, and she added that 13 years ago she promised the region open doors and admission into the European family.

Mogherini also spoke about dialogue between Kosovo and Serbia. She said that there was a stalemate related to this issue, but added that now it is progressing again with the involvement of highest political level of both countries.

Mogherini announced that in the coming period the dialogue will yield good results.

Number of Kosovo asylum-seekers in EU countries not increased

In a statement to the media, Kosovo Police said that following recent reports published on some portals and other media about an allegedly new exodus of Kosovars, Kosovo Police provided clarifications to the public about these reports.

The statement says that actions have been taken to verify these reports, and based on police officers’ operational work in collaboration with the Ministry of Transport and Infrastructure and other authorities, it was concluded that no exodus of our citizens has taken place and there is no reason for such concerns.

According to the statement, no EU Member Country has confirmed that the number of Kosovo asylum-seekers in those countries has been increased.

During the summer season, the statement continues, many of our compatriots visited our country, so many of them finished their holidays and as usually, they return to the countries where they live and work. Through the media, our authorities have reported on regular basis on the movement and influx at border crossing points while entering or leaving the Republic of Kosovo, and about the steps taken to facilitate movement; therefore, the reports on a massive leaving or exodus of our citizens in other ways are not true, the statement reads.

Later in the evening, KTV reported and showed footage of people crowded at the Prishtinë/Pristina Bus Station, who were trying to take buses to Belgrade, with EU Member Countries as their final destination.

Pacolli: I did not betray VV or LDK

The AKR, led by Behgjet Pacolli, was totally ignored by their former coalition partner, LDK.

“We were simply figures in there,” Pacolli told KTV Rubicon show while speaking about the role of AKR in the meetings.

Moreover, according to him, AKR was not invited to the meeting even when the caucus leader was appointed.

In addition to programme discrepancies between LDK and VV, it was the post of Prime Minister which made possibilities for an agreement to vanish.

Pacolli said that none of the parties gave up the post.

“My goal was that those two parties reach an agreement, to compile the list of responsible people who would lead the country. I told them that AKR was willing to give up positions… I believe that there is no treason here, you know that I am an experienced man, who comes from a background of successes,” he said.

“I never betrayed anyone in my life, neither VV nor LDK; I only worked for interests of citizens and of Kosovo. For three months every day I called upon them: put your interests aside and let us sit at a table. AKR does not intend to have a share in that Government, so let us form an inclusive government. Let it be on timelines, one year, two years… Nobody has the right to call it treason, because I did it for interests of the country. Until now, Kosovo has lost a lot from elections…” Pacolli highlighted.

By a letter, Pacolli notified LDK for quitting the coalition with the party. Afterwards, he met the Acting Prime Minister Isa Mustafa. Pacolli travelled three times abroad and he met with what he called the international factors.

Pacolli said he would not reach any agreement with PAN or anybody else without having the programmes aligned, even though all the agreements and alignments between PAN and AKR happened on Monday from or 12:00 till 18:00.

Pacolli says that the shake within LAA happened in the last session.

“I was very irritated by failure of the last session. I saw the allegations that were made. I was very angry, and I gave an interview there. It is a statement to the media, in which I said that all what we, the AKR, can do now, is either to merge with somebody and be without any value, or to quit politics, or that we choose some other way. I waited for eight more days so that we could get reunited. We and Alternativa insisted that dialogue continues and we agreed on a certain date, which was last Monday,” Pacolli said.

The AKR leader said that LDK did not inform them about fines they had received during the campaign. He says that the amount of 27.000 euro was another reason why they got angry with the coalition partner.

“Yesterday we sent a letter to LDK, since there was another anger that also affected our pockets. During the campaign, fines were imposed also on AKR, around 27.000 euro. We were not aware that those fines existed, but we aware of some others and we complained about it. At the last moment we realised that there were 27.000 euro fines to be paid, whereas it would be all right for them to tell us that there were fines,” Pacolli explained.

The AKR-PAN agreement obliges all coalition partners to allocate President’s post to AKR.

If this Government completes its mandate, then it is clear to the current President Hashim Thaçi that he may not run for another mandate.

Pacolli said that he would also work on amending the Law on Election of President.
