Kosovo authorities want through “back door” to push voting for the Kosovo’s accession to UNESCO, during the forthcoming General Assembly conference taking place at the end of October, Blic daily learned, while Albania would try to put the Kosovo issue on the organisation’s agenda.

Blic further reports, although some Kosovo officials said there would be no candidacy to UNESCO this year, Blic’s sources said their intentions were different.

According to unofficial information, Kosovo authorities decided to make that step after the series of failed attempts to enter international organizations, such as the World Customs Union, Interpol and international organization that prevents money laundering.

UNESCO Executive Council starts on 4 October and ends on 18 October, and this is the time when the discussion about the General Assembly Conference agenda is taking place. The General Assembly Conference takes place from 30 October till 14 November.

Kosovo is late to submit its application as it crossed one month deadline. However, according to Blic, there is a chance that certain country, in this case Albania, simple propose a discussion on certain topics during the Executive Council meeting, and then a simple majority is needed to adopt such proposal.

However, Serbian Ambassador to UNESCO, Darko Tanaskovic thinks differently.

“Since the request of “Kosovo” to enter UNESCO was rejected in 2015, a new request would need to go through complete procedure, from sending the letter to UNESCO Director General, his recommendation to the Executive Council, deliberation on the request at the Executive Council, the recommendation of the EC to the General Assembly Conference, and at the end deliberation and decision on the issue, during the General Assembly Conference. There are neither legal nor procedural possibilities to shorten this way,” Tanaskovic stated to Blic.
