The Kosovo Government does not have a clear timeline for initiating the formation of the Association/Community of Serb-majority municipalities in accordance with the Brussels Agreement between Pristina and Belgrade. Kosovo government officials told Radio Free Europe that the Association will be formed in line with the Constitution and the findings of the Constitutional Court. Halil Matoshi, media advisor to Prime Minister Ramush Haradinaj, said there is no timeline yet for a political decision to form the Association, but he did say that this is a political obligation for the government. “This is a political issue and there is agreement on this. It derives from the Ahtisaari Package. The Kosovo government has a document – the ruling of the Constitutional Court of Kosovo – and based on this ruling and other documents signed by the Kosovar side, Kosovo will establish the Association/Community of Serb-majority municipalities … However this is not an urgent matter for the Kosovo government, because first we need to have the draft statute and then to review it based on the ruling of the Constitutional Court and the Brussels Agreement, so it needs to be confirmed by the Constitutional Court. This will be done at an optimal time but there is no exact date yet,” Matoshi said.
