In an interview to Radio Free Europe, publicist and author Veton Surroi said Kosovo’s leading institutions are to a large extent politically controlled while Kosovo ‘is a captured state where crime and politics cohabitate marvelously.”
Surroi also said he was skeptical that the visa liberalisation will be successfully concluded soon while the border demarcation agreement with Montenegro should have been preceded by a political consensus which, in his view, Kosovo has not had since it declared independence in 2008. “As a consequence, there is no progress,” Surroi said.
He added that neither the Association/Community of Serb-majority municipalities nor the Kosovo army can be established without consensus. “Even if this government had a more stable majority, it would not be able to do anything without a consensus. Such as it is, with this very fragile majority of a single MP, this government has no major power to act.”
