Head of Kosovo delegation in Brussels talks reports to assembly committee (media)

Avni Arifi, head of the Kosovo delegation in the EU-brokered talks with Belgrade, reported today to the Kosovo Assembly’s Foreign Affairs Committee. Arifi said he will insist on the implementation of all agreements reached so far. AAK MP and committee member, Time Kadrijaj, is quoted as saying in Indeksonline that it is senseless to reach new agreements with Belgrade without implementing the existing agreements. Arifi said the process of talks is not easy and is quite complicated. “The more we are all engaged in the process, the decisions that are made will be better. The reason why we are not accepting new talks is the agreement on the energy which has yet to be implemented even after five years. This agreement must be implemented first before proceeding with other agreements,” he said. NISMA MP Zafir Berisha highlighted the failure to implement the agreement on the judiciary and the violations that the Constitutional Court of Kosovo found in the agreement on the Association/Community of Serb-majority municipalities. “Mr. Arifi you have entered troubled waters. These talks are not technical they are political and if you think that only the agreement on the Association was in violation of the Constitution, I want to remind you that all agreements are anti-constitutional. Let me remind you about the agreement on the judiciary. All agreements must be completed and checked by the Constitutional Court. These talks are about Kosovo’s internal arrangements and I want to ask you why do we need to talk about to Belgrade about the Mitrovica Bridge? These talks are the biggest mistake in post-war Kosovo, especially after the declaration of independence … You need to ask the Assembly to discuss Kosovo’s approach vis-à-vis the talks with Serbia,” Berisha told Arifi. The latter said that on any agreement that the MPs may have dilemmas they should not hesitate and send them to the Constitutional Court. Arifi also said that talks with Serbia are completely political. “It is true that everything in the Kosovo – Serbia talks is political. This has to do with the technical aspect of the political agreements. No one should have reservations here and we need to say this openly, everything that we discuss with Serbia is political. It would not be fair to talk about the Mitrovica Bridge, because these issues are known to all of you. The agreement on the judiciary and any other agreement that you believe should be sent to the Constitutional Court, you should do so,” he added.
