The British Ambassador in Kosovo, Ruairi O’Connell, commented today on the Association/Community of Serb-majority municipalities by comparing it to the Gracanica municipality and saying that the organization of the municipal administration has caused no obstacles. “The whole mindset of the democratic world about the Balkans, since the 1990s, was that the states that would emerge from the conflicts must be home to all their citizens. This has naturally made them multiethnic countries. This position has not changed. The creation of new municipalities in Kosovo has not affected its multiethnic character. If we travel from Pristina to Skopje, we pass through the municipality of Granica and no one notices this. This means that the organization of the municipal administration has not caused any obstacles. The Association was one of the points of the Brussels Agreement and it needs to be implemented along with the other points that have not been implemented so far. I honestly don’t view the Association – which is part of the Ahtisaari Plan too – as a threat to Kosovo’s sovereignty or its multiethnic character,” O’Connell said.
