The plans for the reconstruction of the Serbian government are currently “frozen”, primarily because of resolving the Kosovo issue; the Belgrade based daily Danas reports.

Unofficial interlocutors of Danas, from the Serbia’s political scene, say that Prime Minister Ana Brnabic is expected to accept a future legally binding agreement on normalizing relations with Pristina by the end of the year, adding that after that it is possible to expect a referendum on the agreement and the changes in the Constitution, which all would prolong the reconstruction.

Sources of the daily did not want to talk about the possible content of a legally binding agreement with Pristina, but they argue that the Serbian government should approve this agreement by the end of the year. Danas reminds of earlier findings that that Germany and the United States want to “untangle the Kosovo knot as soon as possible, preferably by the end of 2018”.

Frequent visits by EU officials to Serbia, including last week’s visit of the EU High Representative for Foreign Affairs and Security, Federica Mogherini, and the yesterday’s visit of Donald Tusk, European Council President in Belgrade, are also linked to the new phase in resolving the Kosovo issue, which is considered as a decisive one.

-Brussels wants to finally solve this issue, but at the same time it started to actively promote the idea of further EU enlargement, which will include even more frequent visits by EU officials to the Western Balkans, but also convincing Euro-sceptics in the EU countries that enlargement is not a bugbear, say diplomats to Danas daily.
