One criterion for Belgrade, another one for Pristina (Politika)
Having in mind that Kosovo Liberation Army (KLA) was NATO ally in 1999 it is hard to expect that Brussels and Washington will have same criteria toward Pristina and Belgrade.
For example, Kosovo law on special court envisages that expenses of the defense of accused are finances from the Kosovo budget. Assistance to the families of accused ones is also envisaged by the law and, unlike the Hague Tribunal, special court will pay compensations to all individuals who end behind the bars and are not found guilty.
When Serbian Government brought the decision on assisting families of Hague indictees in 2004 aimed at motivating members of army and police to surrender voluntarily, it was faced with fierce critics of the West, opposition, and even than minister of the Foreign Affairs of Serbia and Montenegro Vuk Draskovic.
