Court rules that MPs cannot block the formation of the Assembly (media)
One of the leading stories in the media on Wednesday was the Constitutional Court of Kosovo publishing its full judgment on the constitution of the new Assembly. The decision notes that the Assembly is not fully constituted pending the election of a deputy speaker from the Kosovo Serb community. It called on MPs to conclude the constitutive session within 12 days. The court ruled that a separate vote on the deputy speakers from the ranks of non-majority communities is not in opposition with the Constitution. The court also recalled that all MPs are obliged to take part in the voting procedure.
Kosovo gets Skydagger drones from Turkey (media)
All news websites reported on Wednesday that Kosovo’s caretaker Prime Minister Albin Kurti, caretaker Minister of Defense Ejup Maqedonci and officers of the Kosovo Security Force received containers with thousands of Skydagger military drones from Turkey. Kurti said that the drones were supposed to arrive in January 2026, but that Kosovo got them three months earlier. “We are investing in our army – the Kosovo Security Force – to be a capable and coherent force, both in line with new technological developments and modern fighting tactics. Today is a joyous day for the Kosovo Security Force and an extraordinary day for the defense of state sovereignty and territorial integrity of the Republic of Kosovo,” Kurti said.
Kosovo President Vjosa Osmani said on Wednesday that “on the same day that President Trump praised Türkiye and President Erdoğan for their outstanding leadership in promoting global peace and security, Vucic is shamelessly attacking Türkiye, a country who, as a NATO member state, is helping us defend peace. I am proud to have worked closely with President Erdoğan, a man of his word, who has always shown deep and genuine care for all the people of our region, and has given an outstanding contribution to maintaining stability, safety and security. Vucic, meanwhile, seems to believe that he can threaten a big NATO country like Türkiye the same way he threatens neighbouring countries. Instead of working closely with NATO member states, he pushes forward defense cooperation with Russia, China and Iran”. Osmani also said that Kosovo will “continue to strengthen ties with NATO allies, by modernising our defense capabilities based on NATO standards, securing peace and stability for our people and actively contributing to collective security. Vucic should try to do the same, instead of constantly attacking their neighbours. But I guess for his hegemonic mind that is trapped in the past and constantly obsessed with bullying others, such maturity seems far beyond reach”.
Kusari-Lila: The Constitutional Court cannot impose a political will (media)
Leader of Alternativa and MP from the Vetevendosje Movement, Mimoza Kusari-Lila, said on Wednesday that they will implement the decision of the Constitutional Court which concluded that the new Kosovo Assembly has not been fully constituted pending the election of a deputy speaker from the Kosovo Serb community. She, however, added that the court gives its legal assessments and that it cannot influence political decision-making. “We must wait for the final ruling, but we have always accepted the court’s decisions. We have implemented the previous two decisions, but the court makes its legal assessments, and we make the political decisions. The court can assess the voting process from a legal perspective, but it cannot impose a political will, and this remains unchanged since the moment it was made public that the assembly has not been constituted,” she said.
Xhaferi: LDK wants a provisional government with all political parties (media)
Democratic League of Kosovo (LDK) MP Krenar Xhaferi told RTV21 on Wednesday that Kosovo needs a provisional government with all political parties. “The LDK made its offer for a joint government for quite some time now. Seeing the current political environment, a joint government would set aside the political leaders. The government would consist of all political parties and ministers that are experts in specific areas and with a concrete agenda for the situation we are facing, for better relations with the United States of America and the European Union, and swift economic interventions, because the country is faced with an economic collapse, and many other situations which should be part of an 8-month and one-year agenda. Certainly the political scene would become calmer, and the issue of the next president would be solved. Then the country can go to elections,” he said.
Osmani hails first phase of Gaza peace deal (media)
Kosovo President Vjosa Osmani took to X to commend the reaching of the first phase of the Gaza peace deal. “A defining moment for peace. Peace that is urgent. Peace that is long overdue. President Donald Trump and his Administration have shown true leadership and commitment to bringing lasting peace for Israelis and Palestinians alike, and tireless dedication to ending the suffering that generations of innocent people have endured. Our gratitude also goes to the mediators from Qatar, Egypt, and Türkiye for their continued commitment to peace and for their crucial role in making this breakthrough possible,” Osmani said.
Mujanovic: Kosovo-Serbia dialogue finished, final chapter was Banjska (media)
Several news websites quote Bosnian political commentator Jasmin Mujanovic as saying that the “the Kosovo-Serbia ‘dialogue’ is finished, and has been for a long time now. Its final chapter was written by Belgrade’s paramilitary operation in Banjska. Vucic lashing out at Kosovo over its procurement of Skydagger drones is just his petulant acknowledgment that the security situation on the ground is no longer his dictate”. Mujanovic also argued that “the Serbia-Kosovo issue is now a cold war, in all but name. We should not expect a resumption of meaningful diplomatic negotiations until there is a change of government in Belgrade”.

Vucic ‘appalled’ by Turkey's behavior, brutal violation of UN Charter, UNSCR 1244 (Tanjug, Danas, Blic, media)
Serbian President Aleksandar Vucic on Wednesday condemned Pristina's new acquisition of arms from Turkey, noting that he was "appalled" by Turkey's behaviour and brutal violation of the UN Charter and UNSCR 1244.
"It is now completely clear that Turkey does not want stability in the Western Balkans and is once again dreaming of restoring the Ottoman Empire. Serbia is a small country, but we understand their real intentions," Vucic posted on X.
Earlier in the day, Pristina announced an acquisition of Turkish-made Skydagger UAVs and its PM Albin Kurti said the shipment consisted of "thousands" of UAVs.
Meanwhile, the Office for cooperation with the media of the President of the Republic announced the extraordinary address of the President of Serbia, Aleksandar Vucic. According to the announcement, his address will be at 1pm.

The Minister of Foreign Affairs of Serbia, Marko Djuric, also strongly condemned the decision of the Turkish authorities to deliver 1,000 drones to Kosovo, with the message that it represents a backward step in efforts to normalize relations in the region, reported Kosovo Online.
"Trust is difficult to build, and unfortunately, much easier to undermine. The decision of the Turkish authorities to deliver lethal weapons to Kurti's regime represents pouring oil on the fire and a prime example of malignant interference in regional affairs with destabilizing consequences. I strongly condemn this unilateral and unlawful move, which constitutes a step backwards in efforts to normalize relations in the region and an encouragement to the policy of aggression towards the Serbs and other non-majority communities in Kosovo and Metohija. What Kosovo* needs are not killer drones, but respect for basic human rights of all citizens, normalization of relations and economic development. Serbia will have to take this move into consideration in its further actions,'' wrote Serbian FM Marko Djuric in a post on X.
General Mojsilovic in a conversation with KFOR Commander Ulutash expressed his protest over the Turkish arming of the KSF (Kosovo Online, Beta, KiM radio, media)
The Chief of the General Staff of the Serbian Armed Forces, General Milan Mojsilovic, had an urgent telephone conversation with the Commander of KFOR, Major General Ozkan Ulutash, after 1,000 Turkish drones "Skydagger RTF 15" destined for the KSF arrived in Kosovo, reported last night Kosovo Online.
In a conversation with the commander of KFOR, a general of the Turkish Armed Forces who began his second term in office a few days ago, General Mojsilovic expressed a strong protest against the continuation of the arming of the KSF and the violation of Resolution 1244 of the UNSCR and the Military Technical Agreement, the Serbian Armed Forces announced.
Mojsilovic indicated that such moves represent a very bad signal and threaten not only the security situation in Kosovo, but also in the entire Western Balkans region.
He reiterated that Serbia, in accordance with international law, the UN resolution and all other signed agreements, sees KFOR as the only legitimate armed formation on the territory of Kosovo and once again requested that the international forces consistently and impartially implement their mandate and provide a safe environment, as well as freedom of movement for everyone, and above all for the Serbian community in Kosovo.

Petkovic: “Turkey directly trampling on the UN Charter by militarizing Pristina” (Tanjug, Radio Mitrovica sever)
The Director of the Office for Kosovo and Metohija, Petar Petkovic, said yesterday that by arming Pristina and delivering more than 1,000 drones to Kosovo, Turkey directly violated Resolution 1244 of the UN Security Council, according to which KFOR is the only armed force in Kosovo, reported Tanjug agency.
"Instead of respecting international law, Turkey, with the militarization of Pristina, which has been going on for the past few years, is directly trampling the UN Charter and becoming an accomplice together with Kurti in undermining peace and stability in the Western Balkans region," Petkovic pointed out in a statement.
He pointed out that with this dangerous move, ''Turkey demonstrated that it is the biggest problem of stability in this region'' and that it does not want peace but wants to cause new tensions and crises in the region by rattling weapons.

Serbia’s Foreign Affairs Minister Marko Djuric said the United Nations (UN) is the most important international organization when it comes to preserving Serbia’s territorial integrity and sovereignty, emphasizing that the country attaches exceptional importance to this organization’s activities, reported N1, citing the press release of the Serbian Government.
During a meeting with Deputy Special Representative of the UN Secretary-General and Acting Head of the UN Mission in Kosovo (UNMIK) Milbert Dongjoon Shin, Djuric highlighted the need for the Mission to continue to fully implement its mandate in accordance with UN SC Resolution 1244, which represents “the fundamental legal framework for preserving peace and stability in Serbia’s southern province”, the press release said.
Considering the upcoming UN Security Council session on UNMIK activities, the minister emphasized that it is of particular importance for Serbia to preserve the continuity and dynamics of these sessions in an open format, so that the international public is objectively informed about the situation on the ground and all the challenges facing the Serb population in Kosovo, the press release said.
The Serbian Government quoted minister Djuric as saying that the continuous attacks and measures directed against the health, education and judicial systems in the north of Kosovo, as well as the lack of political will from Pristina to implement the obligations under the Brussels Agreement, are a clear political message and an intention to further aggravate the living conditions of the Serbs.

The Director of the Office for Kosovo and Metohija, Petar Petkovic, met with Milbert Dongjoon Shin, Deputy Special Representative of the UN Secretary-General and Acting Head of the UN Mission in Kosovo (UNMIK), to brief him on the political and security situation in Kosovo and, as emphasized in the Office’s statement, on “the unilateral and escalatory actions by Pristina aimed at expelling the Serbian people from Kosovo”, reported Kosovo Online in English yesterday.
Petkovic yesterday thanked Shin for the important engagement of the UNMIK Mission, highlighting its significance for the Serbian people in Kosovo and the importance of respecting UNSCR 1244. He also expressed his expectation that the Mission’s semi-annual report, to be presented at the upcoming UN SC session, will accurately reflect “the situation on the ground and document numerous examples of human rights violations against Serbs in Kosovo”.
He conveyed that the Serbian people in Kosovo appreciate UNMIK’s efforts and expect even stronger engagement and support in addressing the challenges they face daily.
“Pristina’s terror has intensified in the run-up to the local elections in Kosovo and Metohija, scheduled for October 12, as Albin Kurti seeks to intimidate the Serbian people through repression, heightening tensions, and provoking crises. He is using various mechanisms to obstruct the Serbs from electing their legitimate representatives and from preserving and regaining control over Serb-majority municipalities. In this context, Petkovic stressed, it is important that UNMIK does everything in its power to protect the electoral will of the Serbian people in Kosovo and Metohija,” the statement read.
The statement further added that Petkovic emphasized that the Serbs in Kosovo face violations of their most basic human rights.

The Serbian List announced that the Kosovo police banned singer Andjela Ignjatovic, known as Breskvica, from entering Kosovo because, as they stated, her concert was a threat to security, therefore her concert in North Mitrovica was cancelled, but that local singer Slobodan Rakic will perform.
"Dear citizens of Mitrovica, despite our desire to organize a concert for all of you by our famous singer Andjela Ignjatovic Breskvica, Kurti's police did not allow us to do so. More precisely, today at the Jarinje administrative crossing, our Breskvica was forbidden to come to Kosovska Mitrovica because her concert is a threat to security," Serbian List announced via Instagram among other things.
