The President of Kosovo Hashim Thaci said at the end of May that he would not allow the establishment of any kind of Association of Serb-Majority Municipalities under any circumstances. According to him, Kosovo was promised recognition by Serbia in order to accept implementation of such agreement. And as this did not happen, the Association issue “is dead.”

However, a document of the EU Council of Ministers gave a blow to President Thaci, as this institution expresses regret that the agreement for the Association of the Serb-majority Municipalities was not implemented yet, and no progress has been made.

“The Council however expresses regret that no progress has been made in the long-standing commitment to implement past dialogue agreements, including preparing the draft-statute of the Association/Community of Serb-majority Municipalities in Kosovo, full implementation of the Integrated Border Management agreement as well as decisively implementing the Energy agreement. The Council also regrets that the Mitrovica Bridge has not yet been opened to all traffic, in spite of the completion of the renovation works,” is stressed in the document.

“The Council reiterates that all past agreements concluded under the EU-facilitated Dialogue need to be implemented. The Council welcomes, in this respect the further consolidation of the Justice agreement and the full implementation of the telecoms agreement,” is stressed in the report.
