Democratic League of Kosovo (LDK) parliamentary group chief, Avdullah Hoti, said today that “Kosovo has lost two years with the anti-constitutional interference by the President and the Government through the negotiating team in the process of dialogue with Serbia”. “All this happened because the Prime Minister abstained from his constitutional competencies, by initially trying to transfer competencies to the President through the draft-platform that the Prime Minister submitted to the Assembly in April 2018, and then to the negotiating team through the platform and the anti-constitutional law on dialogue,” Hoti wrote in a Facebook post. “The Constitutional Court has been clear on the matter. Dialogue can be led only by institutions that have constitutional competencies to represent Kosovo in such processes. Anyone else that interferes violates the Constitution, same as the PAN [ruling] coalition through the negotiating team and as the President does on a daily basis. The LDK remains determined on this issue. The ruling of the Constitutional Court was clear that dialogue should be led by the Government and under the supervision of the Assembly. The President has a consultative role. We believe that dialogue should be led only by a legitimate government, based on a platform that is in line with the Constitution of Kosovo and adopted by 2/3 of MPs.”
