Diplomatic sources in Brussels told Radio Free Europe that it is certain that the European Union will appoint a special representative for the dialogue for normalisation of relations between Kosovo and Serbia but that the announcement is likely to come following the confirmation hearing of Josep Borrell to the post of EU High Representative for Foreign Affairs and Security Policy, scheduled for 7 October.
Borrell, currently serving as foreign minister of Spain, is said to have told several of his colleagues about the idea of appointing an envoy for Kosovo-Serbia dialogue.
