After the adoption of the negotiating position of the European Union for negotiations on Chapter 35 on Kosovo, some new conditions are included which were not even theme of dialogue between Belgrade and Pristina. There are also those which are in the document referred to as the interpretation of Pristina, reports daily Politika, from sources close to diplomatic circles in Brussels.

Brussels on several places, in a six-page document and as a transitional criteria, inserted  their additional requirements relating to the abolition of parallel institutions, as they are called by Pristina, and their connection with the beginning of work of the Community/Association of Serb municipalities.

Then Serbia, if necessary, to submit a quarterly report to the Kosovo authorities about pension payments to former members of the police and judges who now work in the institutions of Kosovo, for which there is no agreement. There is no agreement about official documents of Pristina, which would be sent to Belgrade, with the seal and symbols of Kosovo, now being a part of the negotiating position.

For Belgrade two points are particularly controversial – on the appointment of management at the plant “Gazivode” and freedom of movement.

Belgrade, as said by sources close to the negotiating team, has never admitted that it would allow the entry of third country nationals from Kosovo to Serbia because that would mean that Belgrade recognizes Kosovo.
