The news website reports that a large number of NATO member states want Kosovo to form its armed forces through constitutional amendments, which require 2/3 of votes of Serb MPs. Express claims to have secured a document which shows that Croatia and Montenegro are among the countries that give unconditional support to the future Kosovo Army, without mentioning constitutional amendments. “Countries in the region are in principle in favor of the formation of the army. In this respect, Montenegro and Croatia are more in favor of the army. Representatives of these two countries have not mentioned the respect of the Constitution, they have only said that Kosovo is entitled to have its army. Slovenia too is in favor of the army, but it mentions respecting the Constitution,” the document notes.
