Participants at a public debate at the Media Centre in Cagllavica on a possible agreement on normalization of relations between Belgrade and Pristina, said that Serbs living in the southern part of Kosovo would lose the most in the event of a deal on partition or land swap between Kosovo and Serbia. Political commentator Behlul Beqaj said agreements from technical dialogue would have to be implemented first before a final agreement can be reached. He also argued that talks on possible border correction have undermined all efforts to implement previous agreements. Miodrag Milicevic, from the NGO Aktiv, said although some agreements have been only partly implemented, they have helped ease tensions between the communities and have resulted in greater freedom of movement. Milicevic also said that in the event of a land swap or partition deal, “Serbs living in southern Kosovo would lose all institutional rights”. Political analyst Ramush Tahiri said a final agreement would have to be in line with the Constitution and be equivalent in both countries. Zivojin Rakocevic, a reporter, said a final agreement cannot be reached without first addressing the real problems of every Serb-inhabited regions. He also said that a possible deal on partition would be the worst-case solution for Serbs living in southern Kosovo.
