Paranoia and the association (Koha Ditore)
Publicist Halil Matoshi says there is a “massive paranoia” in Kosovo right now with people worrying not about what the Association/Community of Serb majority municipalities means legally today but what it may mean tomorrow in its implementation stage. On one hand, the Kosovo opposition, says Matoshi, is demonstrating political immaturity by viewing everything through “black, nationalist glasses” while on the other, there is Prime Minister Isa Mustafa whose statement that Serbs should not be reminded how to use agreement’s concessions is “simply ridiculous.” Matoshi remarks that the Association/Community is individual and cultural autonomy but is neither executive nor territorial because members of the Association/Community’s assembly will be delegated by the municipal assembly elected officials. When analyzing the agreement thoroughly, it becomes clear that it was written by experts of the western school of negotiations and not the Balkan ones because it stipulates that the government of Kosovo establishes the Association/Community of Serb majority municipalities through a decree which makes it automatically subject to the Kosovo law, writes Matoshi. He adds that the agreement signed with Belgrade in Brussels reestablishes Kosovo’s sovereignty in the north and while the Serb community has been given additional rights, a country that gives rights is an example of a modern society.
