Two years ago, there was much more room for an agreement between Belgrade and Pristina, but unfortunately it was not used, Austrian diplomat Wolfgang Petritsch told BBC in Serbian, and added that it was necessary to change the format of the dialogue and proposed international conference after the elections in Kosovo and in Serbia.

Petric assessed that the internal struggle of the President and Prime Minister of Kosovo had an impact and added that Prime Minister Ramush Haradinaj had rescinded President Hashim Thaci's willingness to work with Serbian President Aleksandar Vucic.

In his view, there was not enough pressure and no initiative from Brussels because "you cannot accept this as a situation that will resolve by itself."

Petritsch cited the change in the format of the dialogue as one of the options.

"It could be a more comprehensive, more robust model of negotiation, such as an international conference, that would take place after the elections in Kosovo and in Serbia," Petritsch told BBC in Serbian.

Petritsch also said that he would suggest the future EU foreign policy commissioner Borrell to appoint a special envoy only for the Balkans .

The moment when there are no negotiations, Petrich sees as an ideal moment to analyse what has been done.

"Now is the time to analyse the dialogue - the system, the technique, the instruments - to see what has been done and what is waiting for us, to redefine the process," Wolfgang Petritsch said.
