KAF, false dilemma (Koha Ditore)
Publicist Veton Surroi, in his series of articles covering the recent developments in Kosovo, writes today about the Kosovo Armed Forces (KAF). He says that in the coming weeks and months, there will be an attempt to present to the Kosovo Assembly two constitutional amendments, both interconnected: the proposal for transforming the Kosovo Security Force (KSF) into Kosovo Armed Forces (KAF) and for establishment of the Association/Community of Serb-majority municipalities. “Both packages are unnecessary and in the case of the Association, even damaging for further functioning of Kosovo”, declares Surroi. He argues that the KSF already fits the description of an army and it needs no change in name to become more so. “KAF is a false dilemma and serves entirely political goals”, writes Surroi adding that the Kosovo army does not depend on a constitutional amendment and that it can continue to build on the current KSF foundation through a political decision. Unfortunately, there are still people in the Kosovo government and assembly who believe that without a formal establishment of armed forces through the Constitution, Kosovo will have no army and will continue to face problems with its sovereignty. Establishment of armed forces is also part of attempts for electoral gains and as a bargaining tool for establishment of the Association/Community of Serb-majority municipalities. “KAF appears anytime Albanian MPs are tried to be sold a not so pleasant proposal”, concludes Surroi.
