Awaiting the foundation of the ZSO (Vecernje Novosti)

Serbs expect from Pristina to initiate as soon as possible the formation of working groups that will deal with the Association/Community of Serbian Municipalities (ZSO). The first test of the relations between the coalition partners towards the Serbian list will be the establishment of working groups, which should lay the foundation for the formation of ZSO. Representatives of the Serbian List have said that a month would be enough to see whether the coalition partners were honest with them during the negotiations on conditions for the return to the assembly and the government. Vucic and Mustafa week ago in Brussels agreed that working groups will deal with the frameworks of the ZSO, but they are not formed. Ljubomir Maric, the Minister for Local Government, tells us that the ball is in the courtyard of Pristina: - Establishing a working group for legislation, which should provide Kosovo's regulations for the formation of the ZSO, is an obligation that stands still since the signing of the Brussels Treaty. After the last round of the dialogue, my expectation is that it will be developed in the near future, and the only thing needed to make this working group began with its work is - the political will of the Albanian side. Maric also recalls that in Brussels was agreed that the working groups will be dealing with harmonization of the draft statutes of the ZSO and the creation of legal preconditions for its establishment. He also says that there are several versions of the draft statute and that follows agreement on the final version. As expected by the minister, in a working group will be and the management team that dealt with the draft statute. Dispute with the law Dispute between Belgrade and Pristina was whether the ZSO would be formed in accordance with the existing Kosovo legislation. For the Serbian side that is not acceptable, because in that case the Community would not be different from the existing Association of Kosovo Municipalities and could not have agreed jurisdiction. - Brussels agreement denies that the ZSO will be the same as the Association because the Association has no representatives in the central government, while it is envisaged for the ZSO - explains Maric
