Who is investigating who in Kosovo (Koha)
Brussels-based correspondent Augustin Palokaj writes in his opinion piece that the European Union Rule of Law Mission (EULEX) came to Kosovo with the executive mandate to investigate corruption and organized crime at the highest levels of Kosovo institutions. “Now we have a situation where investigations on corruption cases are being conducted within EULEX, and, among others, even Kosovo authorities are conducting investigations against EULEX. Many people both in Kosovo and abroad are laughing with irony at the message that if found guilty of corruption EULEX members will face justice in Kosovo in accordance with Kosovo laws. The EU and EULEX are present in Kosovo precisely because the local judiciary is not reliable and is considered inefficient ... Now there is little time, and even less faith, for EULEX to improve and produce concrete results in the fight against corruption and organized crime. Even if the Kosovo Prosecution, ‘assisted by EULEX’, really wants to take the investigations all the way, it is difficult to believe that EU member states would extradite one of their nationals to Kosovo to face Kosovo courts on such charges. In addition to many uncertainties in Kosovo, which haven’t been clarified even eight years after independence, now it also has become uncertain who is investigating who in this country. It is somewhat bizarre when EULEX representatives tell their Kosovo colleagues ‘we will help you investigate us’.”
