Wilhelm: Agreement on ZSO needed (Tanjug, RTV)

German Ambassador to Serbia, Heinz Wilhelm said that Germany has no new conditions for the opening of chapters in Serbia's EU accession negotiations, but added that more needs to be done on the implementation of the Brussels agreement.

The Brussels agreement is crucial for the opening of Chapter 35 and that Germany insists on opening of this chapter among first, Wilhelm said for Radio and Television of Vojvodina.

We believe that Chapter 35 on Kosovo needs to be one of the first chapters to be opened together with chapters 21 and 23. It would be good for the Serbian government to reach an agreement on the Association/Community of Serbian municipalities (ZSO), since that would pave the way to the opening of chapters, he said.

The Serbian government has done a lot in this respect. The majority of provisions referring to Kosovo have been put into practice, but there is still much to be done particularly in terms of ZSO, the ambassador said.

He said that the situation is difficult because the government cannot decide on this by itself, but rather in agreement with Pristina, and added that no one is blaming Belgrade.

There are two sides, Belgrade and Pristina, that need to see eye to eye, Wilhelm said.
