"The court in the north will not be operational before June" (Radio KIM)
At today's meeting between Belgrade and Pristina in Brussels, one of the topics could be the implementation of the agreement on the judiciary. Dušan Radaković from the Centre for representation of the democratic culture believes that things should coincide with a dialogue so the judiciary can be revitalized. Radaković points out for RTV KIM that the rule of law in the north is necessary because of safety, but he believes that the court will not be functional before June.
"Workers have not yet passed the training, preparation, adaptation. We have a list of administrative personnel and prosecutors, but we still do not have president. The Albanian side says it is not safe for Albanian judges and prosecutors to work in the north. There are many issues that need to be addressed in order the dialogue on the judiciary come to life, "said Radaković.
The court should be functional, operational, to work on cases and to reduce them, says Radaković.
"I'm afraid that before June everything would be hastily. If we start it, it would be for political points and with political agreement, not because it is necessary. On one hand, to Belgrade for the opening of the chapters, on the other hand, to Pristina for the visa liberalization, but again, the judiciary and the court cannot be functional from the very first day, "said Radaković.
He estimates the dialogue between Belgrade and Pristina on the high-level as useful for solving specific things.
"We'll see what is going to happen but I think the negotiations are good for peace on the north of Kosovo, but also for the judiciary," he says.
According to media reports, European sources in Brussels say that the list of outstanding issues are, among other things, the formation of the Association of Serbian municipalities, an agreement on energy and the opening of the bridge in Mitrovica, while the agreement on telecommunications and justice is in the "implementation phase".
