CEAS: Current format of dialogue in stalemate, division of Kosovo is solution (Tanjug, Radio kontakt plus)
The current format of dialogue on normalization of relations between Belgrade and Pristina, under EU auspices is facing a complete stalemate, Centre for Euro-Atlantic Studies (CEAS) assessed and proposed as a possible solution the talks on correction of administrative line, that would go along the current boundaries of the four municipalities in the north of Kosovo, Serbian media reported.
CEAS in its study assessed that stalemate in a dialogue causes a series of political and security challenges for Serbia and Kosovo, but also for the EU and NATO.
Therefore, this NGO proposes to “organize under West auspices negotiations on correction of administrative line between Serbia and Kosovo, that would more or less go along the current boundaries of the four northern municipalities, Mitrovica North, Zvecan, Zubin Potok and Leposavic.”
According to CEAS following the correction, adoption of a comprehensive agreement on normalization of relations would follow.
They dismissed the connection between correction of administrative line and ethnic delineation, saying the proposal comes 19 years after the NATO intervention, and when it became obvious that series of negotiations under West auspices aiming to make Kosovo independent within its current borders, did not yield results, while current stalemate represents political and security challenge for the Western Balkans and the West.
The proposal does not include exchange of the Southern Serbia populated by Albanians for the north of Kosovo, as it would, according to the NGO, annul the principle that a new status of Kosovo would be “a sui generis case,” Serbian media reported.
