Weak institutional cooperation and gaps in implementation of the law show that there is a lack of political will and commitment to fight corruption, the report states. "In Kosovo, there is a tendency to address problems of corruption with national strategies and action plans, which in practice, looks more like a wish-list rather than solutions,” said Visar Sutaj, one of the authors of the report . Libor Chlad from the EU Office in Kosovo said that there are many institutions in Kosovo to fight corruption, but according to him, the main challenge is to make a joint effort to combat it.
