Kosovo Serbs confident they can block Kosovo’s membership of UNESCO (Lajm)
The Gracanica-based European Movement of Serbs in Kosovo, led by Rada Trajkovic, issued a communiqué on Monday arguing that Kosovo cannot become a member of the UNESCO without the help of Serbs. The communiqué recalls that Articles 17 and 18 of the Constitution of Kosovo note that membership of international organizations requires 2/3 of votes of assembly members. The communiqué also notes that Article 81 of the Constitution provides that the amendment of legislation relating to cultural heritage, education and languages, requires a double majority that also includes the majority of minority MPs. “In line with this provision, it is evident that the Kosovo government and Albanian MPs cannot vote on issues related to cultural heritage, education and languages, without the votes of Kosovo Serb MPs,” the communiqué said.
