The foundations for the A/CSM in autumn? (Vecernje Novosti)
Final harmonization of a manner and deadlines for creation of the Association/Community of Serb (A/CSM) municipalities is likely to take place in the course of the next week in Brussels. Kosovo Serbs are supposed to observe education, health, spatial planning, economy and rural development.
In the continuation of the dialogue between Belgrade and Pristina, which is expected to take place next week in Brussels, most unexpectedly, a final agreement on the creation of the A/CSM could be reached – the agreement that was the least likely to be reached in the so far dialogue with Kosovo Albanians.
Due to a quite adamant stand of the Serbian side not to accept the proposal of Brussels, which would place A/CSM at the level of an NGO, along with diplomatic ‘proposals’ from Washington to its partners in the EU, and Pristina, two sides have approximated their positions and managed to reach a significant shift with regard to this topic.
Thus, according to the most optimistic projections, a sort of action plan for the A/CSM or an annex to the Brussels Agreement could be signed in the next round of dialogue in Brussels, where all ambiguities and two-fold interpretations with regard to creation of the A/CSM would be cleared, and further steps and dynamic defined for its establishment.
Paper’s source says that Pristina should commit itself to amending certain laws, or adoption of a special law on creation of the A/CSM, eventually. Amendments are needed, first of all, with regard to the law on local self-governance, where a count should be added on possible disbanding of the A/CSM that would require a two-third majority in the Kosovo parliament. A/CSM is supposed to have the full observation role in the areas of education, health, spatial planning, economy and rural development. This job should be accomplished until late September of early October.
