Guaranteed 10 per cent of non-majorities in institutions – mission impossible (RTK2)

Last study on the employment of members of non-majority communities in public institutions in Kosovo was presented in 2013. Not much has been changed until today.

Constitution of Kosovo and certain number of laws are protecting the rights of the non-majority communities, among them and the Law on Public Service, which provides in Article number 11 that at least 10 per cent of jobs in public institutions at the central level should be reserved for members of the non-majority communities in Kosovo. However this law has not been fully implemented, whereas relevant Kosovo authorities say that situation is about to change soon.

A conference is due to take place in two weeks with participation of representatives of all non-majority communities in Kosovo, which will address this issue.

One of the problems quoted with regard to employment of non-majority communities in central institutions was and non-recognition of university diplomas issued by University of Pristina with the seat in North Mitrovica. Situation with this regard should soon change since Kosovo government has adopted a regulation, which enables verification of such diplomas, that will come to power in two months. Verification offices will be set up in Gračanica/Graçanicë and North Mitrovica.
