Government Programme adopted

At the third meeting of his Government, Ramush Haradinaj proceeded to the Assembly the Government Programme 2017-2021, as well as the Legislative Programme for 2017.

Haradinaj qualified the Government Programme as a rule of law and economic development programme.

“Differently from previous governments whose programmes stagnated, this Government will make the difference with its governing capacity,” Haradinaj said.

Serb Minister Nenad Rikalo said he liked the Government Programme, but he added that they should have been consulted about some details.

“A good programme, it has potential, and in principle it is something which every citizen needs. As much as I was able to study this material, there are some details that should have been discussed earlier with us as a coalition partner; however, we will discuss in the Assembly,” Rikalo said.

Meanwhile, the new Haradinaj Government adopted a new legislative programme for the remainder of this year, abrogating the Plan which was adopted in December 2016 by former Prime Minister Isa Mustafa.

Minister of Finance Bedri Hamza said that it can be called an ambitious programme, but they will manage to have everything passed in the Assembly.

The Kosovo Government also adopted amending of the Law on Religious Freedoms.

Haradinaj welcomes solutions on demarcation

Once again, Prime Minister Ramush Haradinaj spoke about demarcation with Montenegro.

In a press conference, he called on anyone who might have a solution on this issue, to present it to the Government.

“We will check how many and where the mistakes are, and I will report to the coalition political partners, international partners, and to the Assembly. If anyone has a solution, you are welcome; otherwise, the Assembly will turn this version down,” Haradinaj said.

“Montenegro may negotiate, and if no solution is found, we may end up at the Arbitration court,” he added.

In addition, Haradinaj said that he would request from the EU to provide visa liberalisation.

“They are not dealing with bad news from Kosovo,” Haradinaj said.

Srpska List – big obstacle for KSF transformation into army

It is possible that the Kosovo Security Forces (KSF) will not become an army yet for a long time. This is because Srpska List does not consider establishment of the Army as a priority for Kosovo.

Referring to Ramush Haradinaj’s pledging made in the election campaign, he has 91 more days to transform KSF into army. However, in his second week as Prime Minister, Haradinaj has no idea how is he going to proceed with establishment of the Army, except the statement that it is his priority.

In the Haradinaj’s Government Programme principles on the Kosovo Army, this topic has covered less than half a page, saying that the Army shall be built based on the NATO standards. In fact, that has been stated since the establishment of KSF in January 2009.

Given that Srpska List has nine MPs; establishment of the Army through Constitutional amendments seems hardly possible to happen.

The internationals, on the other hand, insist that the Army should be established only by amending the Constitution.

Haradinaj apologises to journalists

The Kosovo Prime Minister Ramush Haradinaj invited to an informal reception all journalists and editors who cover activities of the Kosovo Government and Prime Minister.

According to the invitation sent to the media, the reception would be a conversation with Prime Minister Haradinaj about all topics and interests of the media. However, the meeting was boycotted by many journalists and media, because a few days ago, the Prime Minister had insulted journalists calling them uneducated.

At this reception, Haradinaj used the opportunity to apologise to them.

KJC and KPC ready to implement Justice Agreement

Kosovo Judicial Council (KJC) and Kosovo Prosecutorial Council (KPC) have made all preparations for implementing the Justice Agreement, which was reached in the Kosovo-Serbia dialogue in Brussels. Officials of those institutions say that integration of Serb judges and prosecutors in Kosovo’s justice system is a significant step for the country.

Implementation of the Agreement shall start on 17th October 2017. The KJC chairperson Nehat Idrizi said that all preparations have been made to implement the Agreement.

Idrizi stated that 1500 persons have applied for 115 positions at the north Court, which, according to him, is an indication that Serb citizens are greatly interested to be integrated into Kosovo institutions.

On the other hand, Astrit Kolaj, KPC Public Relations Office manager, stated via email that KPC has fulfilled all its obligations emerging from the Brussels Justice Agreement, and that KPC is ready for implementing the Agreement.

Upon implementation of the Justice Agreement, the illegal Serbian courts and prosecutor’s offices in Kosovo will be dissolved.

Iber Bridge not revitalised

(RTK1)

Revitalisation of Iber Bridge is far from being completed. Although the work in the southern part has finished, it has been stuck in the north.

At its present condition, the Bridge is causing difficulties to Albanian residents; nevertheless, they are not optimistic that they will be provided freedom of movement soon.

Serb residents, on the other hand, did not agree to speak about this issue.

The Bridge revitalisation happened under the EU supervision. However, despite RTK’s persistence, the EU Office did not provide any response on this issue.
