Kosovo’s Deputy Prime Minister, Enver Hoxhaj, said in a debate organised by the Pristina Institute for Political Studies that Kosovo needs a national consensus on the border demarcation issue with Montenegro, creation of a Kosovo army, application for EU candidate statue, and finalization of dialogue with Serbia which would end in a mutual recognition and Kosovo’s membership to the UN. Hoxhaj also highlighted the importance of Kosovo applying for membership to the Council of Europe, saying it would also enable Kosovo access to the Human Rights Court in Strasbourg and membership to the Bologna Process.
