Following the announcement by Prime Minister of Kosovo Ramush Haradinaj that Mikhail Krasnoshchenkov is declared persona non grata, Jetlir Zyberaj, advisor to Foreign Minister Behgjet Pacolli, said the decision was taken yesterday by the Ministry of Foreign Affairs but did not announce it. However, Koha.net. writes this provision cannot apply to United Nations personnel. UN Secretary-General Antonio Guterres said in a statement earlier that the non grata cannot be applied to the United Nations personnel. “As described in the 1961 Vienna Convention on diplomatic relations, this provision is applied for diplomatic agents accredited from one state in another, on the context of bilateral relations. The United Nations are not a state. Their personnel cannot be accredited in countries where they reside, but they work under the sole responsibility of the Secretary-General,” Guterres said. Zyberaj and Haradinaj, however, in addition to saying that he was declared persona non grata, they also say that he will never be allowed to enter Kosovo again. “The Ministry of Foreign Affairs yesterday declared persona non grata the UNMIK official of Russian nationality. This comes after UNMIK’s hesitation to lift the immunity of the official and to cooperate with judicial bodies. At the same time, a day earlier, because of her racist statements, Serbian Prime Minister Ana Brnabic has been banned from ever entering Kosovo. The Ministry of Foreign Affairs will not hesitate to take such measures any time that Kosovo’s national interests are at stake,” Zyberaj wrote.
