Vucic thanked Maldives for its stance regarding Serbia’s territorial integrity and sovereignty (Tanjug/RTS)

Serbian President Aleksandar Vucic received the Maldives’ Foreign Minister Abdulla Shahid on Wednesday. Vucic said he was pleased that bilateral relations between the two countries were on a constant upward trajectory. He thanked the friendly Maldives for its stance regarding Serbia’s territorial integrity and sovereignty, which he said demonstrated a commitment to international law, the presidential press office said in a statement. Speaking about economic cooperation, the parties agreed it was far below what was possible and noted a mutual interest in boosting diverse bilateral trade as well as cooperation in the field of agriculture, fisheries and tourism.Vucic inquired about the Maldives’ tourism development strategy, which has made the country one of the world’s most attractive tourist destinations. Vucic said he hoped Serbia would have the honour of welcoming the Maldives’ President Ibrahim Mohamed Solih as soon as possible, which he said would lend an additional impetus to strengthening of bilateral relations. Conveying Solih’s regards, as well as his condolences following the mass shootings in Serbia, Shahid noted the significance of signed bilateral agreements as the foundation of development of cooperation between Serbia and the Maldives, the statement said.

Serbian President Aleksandar Vucic met with EU sanctions envoy David O’Sullivan in Belgrade on Thursday. Vucic reiterated that Serbia was committed to cooperation with the EU in the field of foreign, security and defence policy but that, when considering any decision on potential measures targeting any state, it was governed exclusively by international law and protection of its own interests. In a post on Instagram account, Vucic said he had had an open meeting with O’Sullivan. “I reiterated that Serbia is committed to cooperation with the EU in the field of foreign, security and defence policy, while respecting commitments issuing from the SAA and the Negotiating Framework, but that, when considering any decision on potential introduction of measures targeting any state, it is governed exclusively by international law and protection of its own national, state, political and economic interests,” Vucic said.

Brnabic: Serbia not a platform for circumventing sanctions against Russia (FoNet)

Serbian Prime Minister Ana Brnabic said that Belgrade did not impose sanctions on Russia but that Serbia is not and will not be a platform for circumventing the sanctions imposed by the EU. With respect to the war in Ukraine, Serbia is not value-neutral and it took a clear stance regarding the violation of Ukraine’s territorial integrity, Brnabic told a meeting with International Special Envoy for the Implementation of EU Sanctions David O’Sullivan. She underlined that Serbia is a credible and reliable partner, said the Serbian government in a press release. O’Sullivan and Brnabic exchanged opinions on the concrete steps that should be implemented with third countries in order to prevent the circumvention of sanctions, adding he appreciates the open and constructive attitude and readiness for further cooperation.

EP adopts resolution on Serbia, Kosovo (Beta)

At its May 10 plenary session, the European Parliament (EP) adopted a resolution on Serbia, in which it is assessed that Serbia’s accession negotiations should be predicated on its harmonization with the EU’s sanctions against Russia, the normalization of relations with Kosovo and progress in reform processes. The report, the author of which is the rapporteur for Serbia Vladimir Bilcik reads that Serbia’s accession process should be determined by progress in the rule of law and fundamental rights, the functioning of democratic institutions, commitment to sharing European rights and values, and the normalization of relations with Kosovo. 621 MEPs voted at the plenary session, and the report was adopted with 508 votes in favor, 76 against and 37 who abstained. At the same session, with 452 in favor and 87 against, the MEPs adopted the report on Kosovo by Viola von Cramon Taubadel. 76 MEPs abstained. European Commissioner for Enlargement Oliver Varhelyi stated during the debate on the report about Serbia that the previous year had not been without challenges in relations between the EU and Serbia, but that it was important and in the EU’s interest to work continuously with Serbia and help it on its European path. He added that the European Union expected all the provisions of the Ohrid agreement and annexes to be fulfilled without delay, as well as all the agreements reached so far in the Belgrade-Pristina dialogue, including the formation of the Community of Municipalities with a Serb majority.

Bilcik disagrees with blaming solely Belgrade for north Kosovo elections (Beta)

The European Parliament’s (EP) rapporteur for Serbia Vladimir Bilcik stated yesterday that he was “not happy” with the adopted amendment to the report on Kosovo in which, as he said, only Belgrade is blamed for the way in which the elections in northern Kosovo were held. “That is exactly the kind of message that does not help in a difficult situation. Responsibility lies on both sides and that should be borne in mind,” Bilcik said. Speaking at the joint news conference with the EP’s rapporteur for Kosovo, Viola von Cramon Taubadel, after the EP adopted their reports for Serbia and Kosovo, he stated that peace and restoration of confidence in the process of normalization could only be accomplished through the implementation of agreements reached in the Belgrade-Pristina dialogue. The EP rapporteur for Kosovo stated that she had hoped to see greater progress in the process of normalization of relations between Serbia and Kosovo and the agreements implemented more quickly. “The latest municipal elections in the north could have been perhaps a good test, to say that we should pressure the government in Pristina more, and in that regard I hoped the participation of the Serb Ticket would be a good sign of them being ready to return to the institutions, to take the next step and hold out the hand to Pristina,” Von Cramon stated.

Vucic thanks Austria for supporting Serbia on EU path (Tanjug/RTS/RTV)

Serbian President Aleksandar Vucic met with Austrian parliament speaker Wolfgang Sobotka on Wednesday, noting that Austria is an important partner of Serbia in various fields, especially in economic cooperation, which he said was expected to strengthen further. Vucic said Serbia highly appreciated Austria’s support on the path to EU membership and in maintaining peace and stability in the Western Balkans, the presidential press office said in a statement. Vucic noted that Belgrade was fully committed to the dialogue with Pristina and ready to work on implementing the concept of a European proposal but that there were certain limitations in line with the principles of international law. He presented the limitations to Sobotka, as well as the necessity of the establishment of a Community of Serb Municipalities and fulfilment of Pristina’s commitments from the Brussels Agreement and previous agreements.

Serbia committed to improving cooperation with US (Tanjug/RTV)

Serbian Prime Minister Ana Brnabic met yesterday with Administrator of USAID Samantha Power, with whom she discussed possibilities for the improvement of future cooperation.

She underlined that Serbia is committed to improving cooperation with the US, driven by the influx of investments from American companies, the growing trade exchange of goods and services, and significant financial support through various development aid programmes. Brnabic pointed out that the government appreciates all the results achieved through cooperation with USAID and welcomed the willingness of this agency to contribute to further transformation in the areas of information technology and energy efficiency. She informed Power about our country’s progress in supporting technological entrepreneurship, which leads Serbia to the goal of becoming an even stronger centre in the field of innovation, which has the potential to create new jobs for young people. Brnabic and Power discussed USAID’s support through activities in the projects “Venture an Idea” and “Serbia Innovates”, which refer to the gathering of relevant parties in order to create a strong system that supports innovation in our country. Opportunities for cooperation in various fields, such as artificial intelligence and the development of biotechnology in Serbia, were also discussed, and the importance of building the BIO4 campus and supporting its development as the centre of the new bioeconomy in our country was particularly highlighted. Brnabic pointed out that Serbia is the driver of connectivity and development in the region, as well as that the Open Balkans Initiative is an excellent example of cooperation that has removed numerous obstacles, thus enabling the free flow of people, goods, services and capital, as well as that young people from the entire region will feel the benefits. Brnabic said that she hopes that other countries from the region will join the Open Balkans Initiative. Power underlined that USAID is committed to continuing the support to Serbia’s efforts in strengthening democratic institutions and encouraging economic growth led by the private sector, and pointed out USAID’s readiness to continue its successful cooperation with Serbia. Power positively evaluated the results achieved so far with the involvement of this agency and expressed USAID’s intention to work on projects that will provide support for reforms in the coming years. The meeting was also attended by US Ambassador to Serbia Christopher Hill.

Vucevic meets with Spanish Ambassador: Stance on recognition of Kosovo remains unchanged (Tanjug/Politika)

Serbian Defense Minister Milos Vucevic met today with Ambassador of the Kingdom of Spain Raul Bartolome Molina, the Defense Ministry announced. Vucevic thanked the Kingdom of Spain for its principled stance on the issue of non-recognition of the unilaterally declared independence of so-called “Kosovo”, as well as for the recent vote against, regarding Pristina’s bid to become a member of the Council of Europe (CoE), which is an indicator of consistency in respecting the sovereignty of other states. He stressed that Serbia strongly supports the territorial integrity of the Kingdom of Spain and pointed to the sincere friendship between the two countries. The minister of defense expressed his satisfaction with the achieved level of cooperation in the field of defense and emphasized the joint participation in multinational operations, especially the joint engagement in the United Nations UNIFIL mission in Lebanon. He pointed to the determination to continue military cooperation and the development of cooperation in the field of the defense industry, as well as the importance of continuing the started activities of military-economic and military-technical cooperation, such as profiling further forms of cooperation at the level of research and development institutions and defense industries of the two countries. Ambassador Molina said that the position of the Kingdom of Spain not to recognize so-called “Kosovo” remains unchanged and that this country continues to strongly support Serbia’s demands for the preservation of its sovereignty and territorial integrity. He also assessed that there is room for improving cooperation in the field of defense, especially in the defense industry, and stressed the readiness of the Kingdom of Spain to continue joint engagement in multinational operations, as well as intensifying military cooperation. Ambassador Molina praised the professional attitude of the members of the Serbian Army who are deployed within the Spanish contingent in Sector East in the UNIFIL mission in Lebanon.

Comprehensive bilateral relations with Hungary at their highest (RTV/Tanjug)

Serbian Foreign Minister Ivica Dacic talked yesterday with Hungarian Minister of Foreign Affairs and Trade Peter Szijjarto, who is on a visit to Belgrade as part of the 13th session of the Joint Commission for Economic Cooperation between the Republic of Serbia and Hungary. In an extremely friendly and cordial atmosphere, the ministers noted that comprehensive bilateral relations between Serbia and Hungary are at their highest level in recent history, which is also confirmed by the Agreement between the Serbian government and the government of Hungary on friendly relations and cooperation in the field of strategic partnership, which came into effect in January of this year. In the spirit of existing strategic relations and partnership, the ministers also discussed the upcoming bilateral activities at the highest level scheduled for June of this year, which will further improve good neighbourly relations and successful cooperation between Serbia and Hungary. On behalf of Serbia and the Serbian people, Dacic expressed his gratitude to Hungary for the recent vote regarding the request of so-called “Kosovo” for membership in the Council of Europe, according to the statement of the Ministry of Foreign Affairs.

Further improvement of overall relations of Serbia, Austria (Tanjug)

Serbian Foreign Minister Ivica Dacic met yesterday with President of the National Council of the Austrian Parliament Wolfgang Sobotka, who is on an official visit to Serbia as part of his visit to the region. The interlocutors expressed their desire to continue improving dynamic bilateral relations through meetings of high and top officials of the two countries, especially bearing in mind that next year the 150th anniversary of the establishment of diplomatic relations between Serbia and Austria will be marked. Dacic pointed out the importance of parliamentary cooperation between the two countries, which represents a contribution to overall political relations. The Austrian minister reiterated the support to Serbia on its way to membership in the EU. In addition to the exchange of opinions on bilateral relations and the European integration of Serbia, the two officials also discussed the dialogue between Belgrade and Pristina, the situation in the region and current international issues.

Orlic meets with Sobotka (Tanjug/RTV)

Serbian parliament speaker Vladimir Orlic met with his Austrian counterpart Wolfgang Sobotka in Belgrade on Wednesday. The parties said they were pleased with the good and stable bilateral relations between their countries, whose persistence is testified by the fact next year will mark 150 years of diplomatic ties between Serbia and Austria, the Serbian parliament said in a statement. Sobotka welcomed the success achieved by Serbia in carrying out comprehensive reforms and reiterated that Austria continued to provide strong and unequivocal support to Serbia on its European path. Orlic noted that Serbia continued to work with commitment on achieving progress in European integration but that the process was hampered by the grave state of the Belgrade-Pristina dialogue, caused by Pristina’s refusal to implement all past agreements and form a Community of Serb Municipalities, overdue for over a decade now. Orlic reiterated that the safety of Serbs in Kosovo-Metohija was under threat on a daily basis and that Pristina was trying to establish its rule in Serb municipalities without any Serb participation, which he noted was contrary to all European standards. Pristina is constantly seeking a reward for such actions in the form of membership in international organisations, Orlic added. Sobotka expressed understanding for the circumstances of the dialogue and encouraged its participants to continue discussions to reach a solution and normalisation. Orlic noted that Serbia remained committed to dialogue and consistent in pursuing a policy of preserving peace, stability, joint development and cooperation and, above all, economic success and new records in its economic cooperation with Austria. “Austria is our third-largest foreign investor and there are several hundred Austrian companies operating in Serbia, employing over 22,000 workers. What is especially important is that 80 pct of the Austrian companies have reinvested in Serbia, and that information is a clear indicator that our country is recognised as being economically and politically strong and stable. With development of the Open Balkans initiative, Serbia represents the best destination for investments in this part of Europe today,” Orlic said. The parties also discussed opportunities for further strengthening of inter-parliamentary cooperation, and Sobotka noted that a visit to Austria by Orlic would lend a strong impetus to it.

USAID: Progress in Serbia-Kosovo relations to attract investors (Beta)

Administrator of the USAID Samantha Power said Wednesday in Belgrade that progress in the normalization of relations between Serbia and Kosovo will create a climate for investments and help both economies, as well as the entire region. As normalization progresses, we will be in a position to help both sides further unlock their economic potential, she told a media conference. Power commended Serbian President Aleksandar Vucic’s commitment to dialogue and added that the US provides strong support. She said the last time she was in Serbia, which was in the nineties, no one could imagine that relations between the US and Serbia would progress as much as they have. It was a time of sanctions and wars, and it was unimaginable that the US government would invest 1.2 billion Dollars over a period of 20 years and try to strengthen Serbia’s integration into Western society, but above all help build civil society and media independence, said Power, adding that the goal has still not been reached and that the US and Serbia maybe haven’t even scratched the surface of their partnership potential. She said ties between the US and Serbia have always existed and that, as USAID administrator, she also wants to strengthen the ties between the two governments. Everything the US is doing to support the reforms in Serbia are efforts that help Serbia improve its position on the path to the EU, said Power. She added that no one can predict when the reforms will be completed or when Serbia will become an EU member, but that the US is certain that Serbia is on the EU path and that its investments will help.

HR Schmidt presents report on situation in B&H before UN SC, criticizes Dodik for secessionism and violation of DPA (FTV)

High Representative Christian Schmidt presented his 4th Report to the UN Security Council (UN SC) on Wednesday. It contains numerous warnings about the worrisome situation in Bosnia and Herzegovina (B&H). He particularly emphasized the moves of Republika Srpska (RS) President Milorad Dodik, warning – “you must take Dodik’s threats seriously”. FTV noted that judging by the assessment of the High Representative, the situation in B&H is concerning. There are more warnings, reasons and causes. However, the focus of the speech was on three items – the formation of the Federation of B&H (FB&H) government, the incendiary secessionist rhetoric of RS President Milorad Dodik, and the great influence of Grand Mufti of the Islamic Community (IZ) in B&H, Husein ef. Kavazovic. Schmidt justified his moves by which he unblocked the appointment of the FB&H Government. “The FB&H was trapped between the decisions of political parties for seven months. This posed a danger for the destabilization of institutions, which is why I encouraged all political parties to reach an agreement. The long-term standstill in the FB&H is detrimental to its path towards the EU integration. The Constitutional Court (CC) of B&H has decided that my decisions, made on 2 October, are fully in accordance with the Constitution of B&H”, Schmidt explained. Instability in B&H is turning into a serious problem because it has been going on for too long, and the challenges in preserving that country are increasing, underlined Schmidt. He sees the main culprit in the actions of the RS authorities, especially RS President Milorad Dodik. He accuses him of poisoning the political climate in the entity, but also in the entire country, and that he categorically and persistently rejects the authority of the Constitutional Court of B&H. “RS President Milorad Dodik openly calls for independence and speaks publicly about the fact that the RS will join Serbia. This is not in accordance with the Dayton Agreement. I am concerned about the statement of the parties from the RS on April 20, that the entities are the owners of state property and that they do not want a law at the state level. You have to take Dodik’s threats seriously”, Schmidt warns. However, Schmidt did not only refer to Dodik’s actions, FTV added. True, in a milder tone, he referred to the rhetoric of religious leaders, which he says sometimes contribute to increasing tensions. He specifically referred to the work and speech of Kavazovic, but, surprisingly, without significant criticism, as he used to do in the past due to certain Kavazovic’s statements. “I especially want to underline the influence with due respect to the reisul-ulema. His statements often express the fears of those who rely on him. The leader of the Islamic Community personally experienced attacks and humiliation during the war and I really appreciate when he talks about reconciliation and peace”, Schmidt said during his address. At the end of his address, Schmidt emphasized the importance of the Althea mission, saying that it is of vital importance for preserving peace and security in B&H.

Schmidt speaks about his report to UN SC, says it is important not to politicize state property issue, hate speech and genocide denial must be prosecuted (AJB)

Al Jazeera Balkans carried a live interview with High Representative Christian Schmidt following the session of the UN Security Council (UN SC) on Wednesday where he presented his report on the state of B&H. The first question asked was regarding the segment of the report dealing with the secessionist rhetoric of RS President Milorad Dodik and other RS officials, and how will the HR deal with this issue. Schmidt responded by stating: “I was very confident that so many responses in the UN SC supported this observation that we have to take this seriously and that they are not directed against the RS but that it is impossible to introduce any form of segregation as that would affect the very foundation of the Dayton Peace Agreement and affect the future of the citizens of the RS, who would end up in complete isolation. I repeat, I was very pleased that this was something that was on the agenda and something that is understood. This is not about the rhetoric of Milorad Dodik, but about a topic that we have to have serious conversations about. I expect, including me, that there will be a readiness to talk about this with people, not just with people like Mr. Dodik, and I expect a readiness to generally discuss this issue.” The second question was about the actions of Chair and Serb member of B&H Presidency Zeljka Cvijanovic during the UN SC session, who walked out of the session during the address of the HR. Schmidt responded: “Maybe you accept that I am not commenting on the move. The move speaks for itself”. The next question was about the current state of B&H regarding the 5+2 Agenda, the five goals and two conditions that would make the role of the High Representative in B&H no longer necessary.” Schmidt stated: “I think that we have the question that deals with that agenda, that of state and defense property. It is very important that that question not become politicized. Every other state that was a part of former Yugoslavia managed to solve this issue, by determining who the former Yugoslav property belongs to. Why should not we be able to find a solution to that issue here in B&H? I previously stated that I believe we should have a fair distribution of property between the state, the entities, the Brcko District, the Cantons and the Municipalities. And then that could be implemented in the state legislation, in accordance to the Constitution. I really do not understand how this turned into such a large issue, because I see this as a technical and practical issue not an issue that has become so politicized by certain individuals form Banja Luka.” Asked to explain what he meant by saying ‘fair distribution of property between the entities’, Schmidt responded: “I am coming from a Federal State, where I held the position of a minister when we attempted to solve the issue of property of East Germany, that had to be and needed to be used, also dealing with who will use the property in this way or that, by public or private subjects. I do not want to go into details on the topic, I believe that this can only be solved by sitting together and discussing it. If you are in the situation where you leave the room while the topic is discussed, you will surely not solve the issue. I am absolutely convinced that we can find a solution to this question and this topic, and that that solution can be found within a years’ time. I think we need to know what belongs to whom, so we can open the space for investments, which is currently impossible, because if you do not know who is the owner or in charge of the property it is very difficult to find investors. This is why we need to find a solution to this issue, as was done all over Europe and I do not see a reason why it cannot be done here.” The following question was, at what stage is the Law on Property of B&H and is it a requirement for experts to keep to the decisions of the Constitutional Court of B&H as the HR did in his implemented decisions. Schmidt replied: “First, this is my mandate and I am taking my mandate seriously. I asked for help and engagement from them, as I do not want to make this decision on my own. I offered all institutions, on a pragmatic level, to find a solution and initiate that solution. The experts have their freedom to find an adequate solution, no one is giving them any suggestions, they are working independently on this process at an expert level. They had several meetings in the last two weeks, with a lot of help and engagement on a local and international level. I would ask to leave them to their work for a few months and then see where we are at, what are the possibilities that they determined and what are the possibilities for the governments and parliaments to make adequate decisions based on their report.” The following question regarded the denial of genocide, and will the training of prosecutors lead to the proper implementations of laws made by the previous HR. Schmidt responded: “Yes I think so. It is good to see what experiences do foreign prosecutors have, and that is why I called for them to form a special team dealing with hate speech and denial of genocide, so they could have a conference in Nuremberg in October, that will be attended by Mr. (Serge) Brammertz, a prosecutor in the International Criminal Tribunal, alongside relevant personnel from the UN and other international organizations. The purpose of the conference is to see how we can improve situation, that is can prosecuting of these subjects be made easier. From what I have seen with the help of experts and the so-called (former High Representative Valentin) Inzko Law, we can attempt to solve this issue. But I would like to hear the opinions of experts in this field. We have to move in the direction of hate speech being prosecuted, as the victims have already suffered enough and we have to do something to help them.” The next question was about the HR not being recognized by Russia and China wanting his work to be approved by the UN SC. Schmidt responded: “I have heard this. I have heard the statement of the 13 other members of the UN SC. USA, Japan, UK, Equator and others have given their opinion on the topic. I have a lot of support in my role, and I want to remind that the High Representative is not a permanent position, and his role is to help the development of the country. I have not yet seen any initiatives or petitions, so I feel that there is a good base for me to continue with the support that I already have.” Asked to explain the complaints on religious leaders in the HR’s report, Schmidt stated: “I think there is a necessity for interreligious dialogue. As I said religious leaders are persons who are very close to the people who turn to them and share their hopes, fears and desires with them as religious leaders. I have to mention the reis-ul-ulema (Husein Kavazovic), with whom I have regular exchanges of opinions, and have talked to him about that fear of the Bosniaks, or members of the Islamic community, because they want a peaceful and safe future. I constantly mention that religious leaders are very necessary for us, to sit down and lead a dialogue, that’s why I greatly appreciate those who have gone down that path and I hope that the religious leaders, who are very important people with their teams, meaning the Orthodox Patriarch, the Archbishop and the Reis, continue their dialogue as it is of great significance. Not because we have so many believers, but because we cannot disappoint the people and the citizens. This is an invitation to them to join in the dialogue.” Finally, asked whether the HR plans to intervene again or is he satisfied with the current situation, Schmidt replied: “If you look at the intervention I have done, you can see that a decision had to be made, but I left room for the possibility of a solution being found at the parliamentary level, as the decisions from 27 and 29 April and the decisions were made to with the goal to give enough time for local institutions to make decisions, as I did with the FB&H Constitution. I would be very happy and satisfied if there were no need for my actions and intervention, and if we were to fully implement the 5+2 agenda. If a need arises for my future help or assistance, I will be prepared, but I would really like it if that is not necessary and that we have a strengthening of responsibility at the local level and of local actors. I cannot say in advance about future interventions, all decisions I make are made within the institutional framework and it is what I prefer.”

Cvijanovic and delegations of Russia and China leave session during Schmidt’s address, Cvijanovic accuses OHR of causing problems in B&H (RTRS)

The UN SC held a session on B&H in New York on Wednesday. On this occasion, Christian Schmidt addressed the session, but Chairwoman and Serb member of the B&H Presidency Zeljka Cvijanovic also addressed the UN SC this time. Delegations of Russia and China as well as Cvijanovic left the session during Schmidt’s address at the UN SC, because they do not recognize him as the HR in B&H as the UN SC has not endorsed his appointment. Addressing the UN SC, Cvijanovic emphasized that RS will not allow undermining of the Constitution, or for the OHR to maintain “despotic rule” in B&H. Unlike Schmidt who accused the RS of hindering B&H’s progress, Cvijanovic said that it is the OHR that is stifling the democratic process in B&H, and that progress is hindered by their problematization of property. Cvijanovic noted that Schmidt continues to make an experiment out of B&H, putting himself above the democratically elected institutions, for which the Dayton Agreement did not give him a mandate. “The RS is committed to peace, committed to constitutional B&H. However, it is not ready to obey the dictatorial measures of foreigners and the OHR, the unconstitutional decisions of foreigners sitting in the Constitutional Court (CC) of B&H”, underlined Cvijanovic. According to the Presidency Chairwoman, the threatening presence of the OHR stifles the democratic process and undermines the internal dialogue, which is crucial for the future of B&H. Cvijanovic added: “Indeed, OHR’s ill-advised interference creates problems more often than it solves, as shown by the way in which it has provoked and fuelled controversy regarding the ownership of public assets. Uncertainty regarding the issue of public property, which arose solely due to the mediation of the OHR, is now hindering cooperation and progress in B&H, because those who want further centralization of B&H contrary to the Constitution keep raising this issue.” In addition, Cvijanovic pointed out that the RS does not allow foreigners to treat it as a colonial possession and usurp its rights, and she warned that this is met with a lot of accusations in the popular narrative of “secessionist rhetoric”. Cvijanovic referred to such situation as “the fallacy of irrelevant conclusion” and went on to note that the RS cannot be accused of being a “renegade state” just because it calls on foreign officials to respect international law and the constitutional democratic rights of B&H citizens. Cvijanovic demanded from the UN SC to protect the rights of citizens in B&H, by insisting on the full implementation of the letter of the Dayton Agreement and to condemn foreign interference in B&H. “This Council needs to make it clear once and for all that the High Representative does not have despotic powers to govern B&H and to confirm that domestic institutions at all levels of authority have the right to make decisions in accordance with our constitution”, she stressed and concluded that she is convinced that the future of B&H lies in the consistent implementation of the Dayton Peace Agreement. Cvijanovic also stated: “The threatening presence of OHR and its constant attempts to micromanage B&H, are stifling democratic processes, obstructing internal dialogue and reconciliation, which are key to the future success of B&H. Unadvised interference of the OHR often creates more issues than it solves, which would explain the manner in which he ignited a controversy the ownership on public property in B&H. Firstly, it is known that the Constitution leaves the issue of property to the entities, which was used for the base of numerous B&H laws, that are still in force. Those same laws were later approved by the B&H Constitutional Court. The entity ownership of public property was approved or supported in the statements made in 2008 by public foreign official.”

Becirovic informs UN that Cvijanovic’s address does not reflect official stance of state of B&H (BHT1)

BHT1 reported that Bosniak member of B&H Presidency Denis Becirovic sent on Wednesday a letter to UN Secretary-General Antonio Guterres, informing him that B&H Presidency has not approved Zeljka Cvijanovic‘s address that does not reflect the official position of B&H. He said that Cvijanovic’s position represents her personal opinion exclusively, which is not legally binding for the state of B&H or the United Nations. “Any expression of standpoints that are not in line with the adopted strategic and foreign policy goals of B&H represents abuse of office of the Chairperson of B&H Presidency”, Becirovic stressed in the letter. Becirovic sent a letter to Guterres, President of UN Security Council, Pascale Baeriswyl and Ambassadors of UN SC member states. Becirovic underlined that Cvjanovic’s address was not approved by B&H Preisdnecy and that everything she says presents her personal stance, Becirovic also commented the anti-Dayton and anti-constitutional activities of RS authorities and called for strengthening of international community’s engagement. Chairwoman Cvijanovic commented on the statement of Bosniak member of the Presidency Becirovic that the B&H Presidency did not adopt an official position on her departure to the UN in New York. On this occasion, Cvijanovic stated that B&H would not be a topic in the UN SC if positions could be harmonized. Cvijanovic noted: “Of course they are not agreed. The positions of (B&H Ambassador to the UN Sven) Alkalaj and (former Bosniak member of the B&H Presidency Sefik) Dzaferovic were not harmonized, either.”

UN SC Ambassadors express support to B&H’s sovereignty and territorial integrity (Nova BH)

During the discussion on the situation in B&H, all UN SC Ambassadors expressed their support to country’s sovereignty and territorial integrity and call for greater engagement by local leaders. All of them commended quick formation of the authorities, but some of them criticized the use of the Bonn Powers. Addressing the meeting, UK Deputy Ambassador to the UN James Kariuki said: “Authorities in RS continue to undermine state institutions in an attempt to damage the integrity of the state. Recent authoritarian legislative moves threaten peace and stability in B&H and the wider region.  Against this backdrop it is now more important than ever that the Council maintains its support for the implementation of the DPA and the HR”. Brazil Deputy Ambassador to UN SC Joao Genesio de Almeida Filho said: “We are concerned about the resort to the so-called Bonn Powers, as it, in our view, feeds narratives about the alleged imposition of solutions from outside’’. US Ambassador to the UN Jeffrey L. DeLaurentis said: “We are very appreciative of HR Christian Schmidt’s work, which has been vital to keeping the international community informed of ongoing efforts to ensure enduring stability and prosperity in B&H. The Office of the High Representative plays a key role in ensuring implementation of the civilian aspects of the DPA”. Ambassador DeLaurentis commended formation of FB&H government and thanked Schmidt for his engagement. He then fiercely condemned behavior of RS representatives: “Secessionist politics of Milorad Dodik leads toward isolation of the RS. He undertook steps which undermine the state. We are very appreciative for Christian Schmidt’s work, which is vital in informing of the international community about situation in B&H. US remain dedicated to fight against endemic corruption. We remain dedicated to sovereignty and territorial integrity of B&H as well as its multi-ethnic character”.

Chinese Ambassador to UN says China respects will of people in B&H to choose their future (Nezavisne)

Ambassador of China to the UN (Zhang Jun) addressed the UN Security Council (UN SC) on Wednesday and said that China respects sovereignty, independence and territorial integrity of B&H and it respects the will of people in B&H to choose their future as well as the constructive role of neighboring countries. The Chinese Ambassador called to a fair and balanced approach of the international community towards B&H.

Nebenzia: OHR should be closed as a matter of urgency because destructive actions and impositions of self-proclaimed high representative only harm B&H (RTRS)

Russian Ambassador to the UN Vasily Nebenzia reacted to High Representative Christian Schmidt’s address at the UN SC, demanding that Schmidt’s speech is prevented because of illegitimacy of his role as the HR as his appointment was not confirmed in the UN SC. “Christian Schmidt has no right to speak before the Security Council or to present and deliver his reports to the Security Council on behalf of the international community”, Nebenzia noted. Nebenzia pointed to harmful actions of the international community in B&H and he asked the UN SC to immediately close the OHR. The Russian Ambassador stressed that the OHR should be closed “as a matter of urgency, because the destructive actions and impositions of the self-proclaimed High Representative only harm B&H”. He added: “Foreigners are trying to create a colony out of B&H, and the CC of B&H, following the OHR concept, became a tool in the hands of the Western centers. Three of the nine judges in the CC foreigners. This is an example of how the sovereignty of a country is not respected in the 21st century.” Nebenzia also stated: “The situation in B&H has come to a new and dangerous phase. The West has become fully involved with the systemic and political crisis in the country. The authorities that work through the HR and numerous other European organizations in Sarajevo, are openly manipulating and deepening further ethnic and party divisions.” Nebenzia also said that external forces manipulate with deep ethnic and party divisions through the High Representative and foreign representatives in Sarajevo, adding that there is concern over arbitrariness of the High Representative, “The pseudo-HR is doing in this independent European state something that was done only in the worst colonialism. He makes interventions in the Constitution and Criminal Code of one entity. That is in no way related to the implementation of DPA, no matter Mr. Schmidt and his Western sponsors want to try to make it out to be the case. Things are now so out of control that Mr. Schmidt is now taking decision on the composition of the government in one entity.”

Kalabukhov: We do not recognize legitimacy of Mister Schmidt (FTV)

Russian Ambassador to B&H Igor Kalabukhov gave a lecture to students at the Faculty of Political Sciences in Banja Luka on the current international situation, relations between the West and Russia in light of the war in Ukraine. Kalabukhov also commented on the session of the UN SC, which was attended by B&H Presidency Chairwoman Zeljka Cvijanovic. Kalabukhov repeated that Russia does not recognize the High Representative, and that his country advocates implementation of the Dayton Agreement and respect for the rights of the entities. “I expect a very balanced result of this meeting in the Security Council. And we hope, as the Russian Federation, as the guarantor of the Dayton Peace Agreement, that that will be the foundation of B&H, for entities to have their rights, that they are able to protect their rights. And we see the only way for progress in B&H is equal dialogue of all sides”, Ambassador Kalabukhov concluded.

Izetbegovic comments Schmidt’s address before UN SC: What made me happy was softened attitude towards Reis Kavazovic (FTV)

SDA leader Bakir Izetbegovic commented on the speech of High Representative Christian Schmidt before the UN SC. He said that it was as expected, and what made him happy was the softened attitude towards (Grand Mufti of the Islamic Community in B&H) Reis Husein ef. Kavazovic. Speaking about the secessionist messages coming from RS, he emphasized that “the High Representative should have prevented this”.

Vulic: Schmidt’s frustrations growing into pathological hate towards Serbs (RTRS)

SNSD’s representative in the B&H House of Representatives (HoR) Sanja Vulic stated on Wednesday that “frustrations” of (High Representative) Christian Schmidt, especially towards R) President Milorad Dodik “whom he is no match for”, have been growing into “pathological hate towards Serbs”. Vulic noted: “Complexed, politically immature tourist in B&H, Schmidt has profiled himself all this time only in spreading hatred. This created incredibly great frustrations in him, which are starting to grow into a pathological hatred towards Serbs, especially towards Milorad Dodik, because he is no match for him in any way.” She added that Schmidt thus, wandering “in the depths of his own infantilism”, is chained by what has been given to him by political Sarajevo.

Croatia supports plans for securing gas supplies from Azerbaijan (Hina)

Croatia intends to connect to the existing gas pipeline that stretches from gas-rich Azerbaijan through Georgia and Turkey to Albania, according to recent announcements of Economy Minister Davor Filipovic. Filipovic, who recently participated in the economic forum in Delphi, Greece said Croatia is doubling the capacity of the LNG terminal on the Adriatic Island of Krk and is discussing connecting to the gas pipeline from Azerbaijan, to position itself as an energy hub in this part of Europe. The plan is to build a branch that would go from Albania through Montenegro and B&H to Croatia. Croatia supports this project. We think it is important to have another additional supply route where the gas would reach Split, where our gas pipeline network goes, said Filipovic in Delphi. The gas could then be exported further. Filipovic said that the talks had already been conducted with officials of Montenegro and B&H on this topic. In July 2022, Azerbaijani President Ilhan Aliyev signed a strategic partnership agreement with the President of the European Commission, Ursula Von der Leyen, to increase gas supplies from the Caspian Lake to the EU. The agreement was signed five months after Russia, from which the EU covers 40 percent of its gas needs, launched an invasion of Ukraine. The project of transporting gas from Azerbaijan to Croatia, known as the Adriatic-Ionian pipeline, has been under consideration since 2012 but the current situation has accelerated it. Azerbaijan plans to double its natural gas exports to the continent by 2027 by expanding the Trans-Anatolian Natural Gas Pipeline’s (TANAP) capacity from 16 to 32 billion cubic meters (bcm) and the Trans-Adriatic Pipeline’s (TAP) capacity from 10 to 20 bcm. The Southern Gas Corridor (SGC), a natural gas supply route that has transported natural gas from the Caspian Sea to European markets since 2020, involves a series of pipelines including the South Caucasus Pipeline, the TANAP, and the TAP. The main supply source would be the Shah Deniz gas field, located in the Caspian Sea.

Azerbaijani President Ilham Aliyev, who visited B&H in mid-April, said in Sarajevo that Bosnia and Herzegovina as well as the whole region should use the advantage of obtaining energy from his country, adding that this is one of its economic priorities. The Southern Gas Corridor comes close to B&H borders and it’s completely natural that we should expand the cooperation in gas supply, he said, adding that Azerbaijan’s priority is energy connectivity between the Caucasus and the Balkans. During the Global Baku Forum held in the Azerbaijani capital city on 9-12 March, Aliyev said that over 10 European countries had asked them to increase the deliveries of gas supplies. In 2019, Azerbaijan exported 19 billion cubic metres of gas, and in 2023 it is poised to export 24 billion cubic metres. A half of that will be exported to Europe, said President Aliyev. In 2007, Croatia, Montenegro and Albania signed a declaration on the IAP (Ionian-Adriatic Pipeline), which is supposed to be connected to the Trans-Adriatic Pipeline (TAP). The 870-kilometre-long TAP should transport gas from Shah Deniz II gas field via Greece and Albania and the Adriatic Sea, to Italy. The length of the IAP gas pipeline from Split, Croatia to Fier, Albania is 511 kilometres, and the capacity of this pipeline is set at five billion cubic metres annually. The project is planned to be completed in 2025, says Croatia’s Plinacro gas transmission system operator, on its web site. “The IAP project has been based on the idea of connecting the existing gas transmission system of Croatia via Montenegro and Albania with the TAP gas transmission system (Trans Adriatic Pipeline),” Plinacro says. “On the territory of Croatia, the construction of four sections and a compressor station in Dugopolje has been planned. The mentioned sections are: Split – Zagvozd (52 km), Zagvozd – Ploce (50 km), Ploce – Dubrovnik (103 km) and Dubrovnik – Prevlaka – Dobrec (MN) in the length of 47 km.” “The implementation of the entire IAP project provides opening of the new energy corridor for the region of CEE/SEE and Western Balkans within the Southern Gas Corridor (SGC), for the purpose of establishing a new natural gas supply route from the Middle East, Caspian region and East Mediterranean. The IAP will have a bidirectional gas flow and it will be fully compatible with the LNG terminal on the island of Krk,” reads a statement on Plinacro’s website. In August 2016, Croatia, Albania, B&H, and Montenegro as well as the executives of Azerbaijan’s SOCAR oil and gas company signed a Memorandum of Understanding on the project for the construction of the future IAP pipeline.

Disinformation and propaganda campaigns are a serious threat to democracy (CdM)

Disinformation is not a problem only in Montenegro, but everywhere in the world, and in order to respond to it, a joint approach of all actors is needed. This was said at the opening of the regional conference “Are there fair elections in the era of misinformation?” organized by the Center for Democratic Transition (CDT) in cooperation with the regional network of fact-checkers SeeCheck, with the support of the US Embassy in Podgorica and the EU. The US Ambassador to Montenegro, Judy Rising Reinke, said that words, lies and false narratives have become weapons that can be used by anyone to weaken society and institutions. “The war in Ukraine started with guns, but disinformation is the weapon that Russia has used to justify its actions. We have narratives that Russia is defending itself. The danger is real. On the other hand, truth disarms disinformation. Citizens must be aware that they are the target of misinformation and be able to resist. Even children must learn about the information they receive, and this can be achieved through media literacy,” said Rajnke. EU Ambassador to Montenegro Oana Cristina Popa points out that in the era of disinformation, people no longer know who to trust. “Propagators of disinformation do not need to convince you to believe them, they just need you to think that everyone is lying, so that no one believes anything. You cannot have democratic elections in such an atmosphere. The COVID-19 pandemic has shown us many examples of misinformation. So many unnecessary deaths have occurred because of anti-vaccine conspiracy theories. The Russian invasion of Ukraine also showed us how dangerous disinformation can be when used on an industrial scale,” said Popa. Member of the European Parliament Tonino Picula pointed out that misinformation affects all aspects of society and can have serious consequences. “As the world becomes more connected, information more accessible, democracy is in retreat, and modern societies face many problems with misinformation,” he said, adding that misinformation spreads through social networks and other platforms, which makes regulation difficult. “Distorted images about personalities and events are being spread on purpose, and in this fight, it is crucial to educate the public and encourage transparency among the media, as well as political actors. Disinformation campaigns are more and more present, and their consequences are more severe than ever before, because they can cause polarization in society. The most important sources of misinformation are the media, and we must pay attention to that as well – what will be the role of artificial intelligence,” Picula points out. CDT’s program director, Milica Kovacevic, points out that last year most countries in the region had some major elections. Montenegro is a special case here, because, as he says, we have been in a continuous election cycle for a year, and extraordinary parliamentary elections are ahead of us in a month. “In all these processes, fact-checkers, election observers, non-governmental and international organizations have identified that disinformation and propaganda campaigns are a serious threat to democratic processes and citizens’ trust in representative democracy,” says Kovacevic. She pointed out that while the EU has adopted and is adopting new rules, Montenegro behaves as if it does not aspire to be part of those rules, but it seems that some less regulated destinations are more attractive to it. Kovacevic added that at last year’s conference CDT received assurances from representatives of the Government and the Assembly that the fight against misinformation is a priority and that our recommendations were carefully listened to. “However, despite the fact that a convincing majority of deputies publicly supported our proposal for the formation of a parliamentary committee to monitor foreign influence and misinformation, that initiative has not been on the agenda of the Assembly for more than two years. “We still don’t have any progress in the field of establishing a fund that would support journalism in the public interest and media initiatives to counter disinformation,” she explained.

A systemic response to disinformation is needed

The panellists agree that a systemic response to misinformation is needed both during elections and on a daily basis. The US Ambassador indicated that she had the opportunity to look at CDT’s research, according to which less than a third of people in Montenegro believe that the elections are fair and free, and that this speaks of distrust in institutions. “Disinformation spreads easily, and Montenegrin society is vulnerable. The election showed us the impact of lies. The lack of unity makes Montenegro fertile ground for the spread of misinformation, and there are those who do not want Montenegro to succeed. There lies another danger, because external actors may try to divert Crna Gora from its path towards the EU. There is a goal, but there is no unity around that goal,” says Reinke. Popa also agrees with her. “I firmly believe that objective and reliable media is the best protection against misinformation. When the media has high professional standards and the public trusts them, it is very difficult for any malignant factor to negatively influence public opinion. The media, however, are not enough, and in order to truly build resilience and protect democracy in Montenegro, we need the approach of the entire society,” said the EU Ambassador.

RS President Milorad Dodik attended the celebration of the New Serbian Democracy (NSD) Saint Vasilije Ostroski in Podgorica yesterday. “Tonight, in Podgorica, I attended the religious holiday of Saint Vasilije Ostroski of the New Serbian Democracy. I wished President Andrija Mandic and the leadership of the party successful political work. On that occasion, I also met with Bishop Kirill of Buenos Aires and South-Central America,” said Dodik in a post on Twitter.

Xhaferi meets with delegation from Austrian Parliament’s Group for Cooperation (MIA)

Parliament speaker Talat Xhaferi held a meeting Wednesday with a delegation from the Austrian Parliament’s Group for Cooperation with the parliament of North Macedonia, during which they spoke about the country’s EU integration process, the constitutional amendments and mutual cooperation. Xhaferi voiced his satisfaction with the meeting and expressed his gratitude over Austria’s support for North Macedonia. According to a press release from parliament, Xhaferi said the bilateral relations between the two countries are excellent and that these meetings will contribute to their further improvement.  “Xhaferi spoke about the country’s EU integration process, expressing his hopes that the necessary consensus over the adoption of the constitutional amendments in parliament will be reached by fall this year,” said parliament in a press release.  The Chair of the Group for Cooperation, Stephanie Krisper, expressed her gratitude for the reception and the Group’s readiness to intensify parliamentary relations between the two countries. Krisper touched upon North Macedonia’s EU integration process and said that, besides the constitutional amendments, the reforms implemented in the country are also very important during the process and will make the country more attractive to foreign investors.  Other MPs from the Group for Cooperation joined in the discussion as well, showing interest in the functioning of interparty cooperation in parliament, especially the process of the Jean Monnet Dialogue.

Closer integration before EU accession for greater credibility of process, FM addresses Irish MPs (MIA)

As part of his working visit to Ireland, Minister of Foreign Affairs Bujar Osmani addressed the Irish Parliament’s Joint Committee on EU Affairs on Wednesday. In a press release, the Ministry of Foreign Affairs said Osmani briefed the Irish MPs – members of the Committee on EU Affairs, about North Macedonia’s EU integration process, noting that in the past two decades the country has been a proven and reliable partner of the EU, fully aligning with the EU’s Common Foreign and Security Policy, as well as a credible NATO member and a responsible member of the international community by chairing OSCE in the current, unstable geopolitical situation. “North Macedonia has proven its commitment to its primary foreign policy goal – EU membership, through smart and visionary decisions in the past 30 years, within its borders, towards its neighbours and on an international level, building an energetic, multi-ethnic democracy through a culture of dialogue, peaceful solution of bilateral disputes, good-neighborliness and regional cooperation by respecting the international order based on rules and values,” said Osmani. Speaking about the challenges ahead of the country on its path to EU membership by 2030, the Foreign Minister underscored the necessity of giving North Macedonia a chance to get closer to the EU through concrete short-term measures during the accession process, which, in turn, would increase the citizens’ trust in the certainty of the final goal – full-fledged EU membership. “North Macedonia has never taken shortcuts when fulfilling its EU accession criteria and will continue to move forward, securing a future for its citizens and progress for the country through the implementation of the reform agenda. However, precisely because of this, it is important to inject greater credibility in the process through closer integration before accession,” concluded Osmani.

Kovachevski – Murphy: N. Macedonia a factor of stability in region, valued US ally and partner (MIA)

As part of his working visit to Washington, Prime Minister Dimitar Kovachevski held a meeting with United States Senator Chris Murphy, during which they discussed the overall cooperation between the two countries, North Macedonia’s EU aspirations, the situation in the broader region and its effects on the future of the Western Balkans, said the government in a press release Wednesday. At the meeting, the Prime Minister voiced gratitude over Senator Murphy’s political support for North Macedonia’s EU integration process. Kovachevski stressed that North Macedonia is firmly committed to strengthening and improving its good-neighborly relations and, through dialogue and cooperation, has established itself as a factor of stability in the region. Senator Murphy said North Macedonia is a valued partner and NATO ally. The Senator expressed support for the country’s EU integration process, adding that North Macedonia’s progress is also good for the region, and underlining that the country is recognized as a factor of stability. At the meeting, it was pointed out that the US have always assigned special importance to supporting the transformation of the Western Balkan countries, as well as their EU accession. The PM said this is a great motive for the Western Balkan countries to remain committed to their strategic goals.

Kovachevski – Dingell: Full support for N. Macedonia’s EU integration process (MIA)

Prime Minister Dimitar Kovachevski met with Michigan Congresswoman Debbie Dingell in Washington. At the meeting, they welcomed and emphasized the long-standing and important partnership between North Macedonia and the US, said the government in a press release Wednesday. Kovachevski voiced his gratitude to Congresswoman Dingell over her personal commitments and support for North Macedonia, as well as for the overall commitments of the US as North Macedonia’s ally and strategic partner. Congresswoman Dingell said that as a long-standing friend of North Macedonia, she is especially proud of the Macedonian community’s contribution in Michigan, which, she said, she particularly values. The Congresswoman expressed full support for the tacking of the challenges faced by North Macedonia, which will contribute to the country’s development. Kovachevski and Dingell concluded that North Macedonia’s NATO membership contributed to a secure and stable environment not only in the Western Balkan region, but also in Europe. At the meeting, it was assessed that membership in NATO and the EU will effectively contribute to the efforts to address and overcome complex issues, which are important for maintaining global stability, and for the region’s economic development.

CoE, delegation for the observation of local elections in Albania (Radio Tirana)

A delegation of 16 members from the Congress of Local and Regional Authorities of the Council of Europe will carry out an election observation mission from 12 to 15 May, for the elections for mayors and local councilors in the 61 municipalities of Albania, on 14 May, 2023. Before the election day, the delegation headed by Stewart Dickson (Great Britain, ILDG) will meet with the Chairman of the Central Election Commission (CEC), members of the diplomatic corps as well as representatives of political parties and candidates in the elections. Joint briefings with the OSCE/ODIHR Core Team are also planned, while the delegation will exchange opinions with local and international NGOs and media representatives. On the day of the elections, 10 Congress teams will be deployed in Tirana and throughout the country to monitor the election procedures in the voting centers. The preliminary conclusions will be presented in a joint press conference with the OSCE/ODIHR and the European Parliament, which will take place in Tirana, on 15 May 2023 at 15:00. The Congress of Local and Regional Authorities has participated in observation missions for local elections in the 46 member states of the Council of Europe and, sometimes further, since 1990 and has carried out almost 115 election observation missions to date. The observation of local elections is one of the priorities of the action of the Congress. This activity complements the political monitoring of the European Charter of Local Self-Government, which constitutes the cornerstone of local democracy in Europe.
