Constructive cooperation with ODIHR on improving election process (Tanjug/RTS/Politika)

Serbian Prime Minister Ana Brnabic attended yesterday a meeting of the Working group for the improvement of election conditions in Serbia, which, at the invitation of the Prime Minister, was also attended by representatives of the OSCE Office for Democratic Institutions and Human Rights (ODIHR) and the EU Delegation to Serbia. Brnabic thanked the ODIHR representatives for the institutional cooperation that has existed since 2019, as well as for the professional approach and report after the December 2023 elections in our country. ODIHR representatives welcomed the readiness of the Serbian government to continue working on improving election conditions, as evidenced by this, the first in a series, meeting of the Working group, just a few days after the final report of this institution. According to them, this further testifies to the importance the Serbian government attaches to the implementation of ODIHR’s recommendations. Brnabic expressed her belief that, in addition to the current work on the recommendations, the new composition of the Serbian government will also continue constructive cooperation on the implementation of the recommendations and improvement of the election process. At the meeting, all the recommendations of the ODIHR were discussed in detail and the next steps for their implementation were agreed upon. The Working group will continue holding its sessions in the coming days, so that the recommendations of the OSCE Office for Democratic Institutions and Human Rights are implemented as soon as possible.

Brnabic: Serbia maintained growth despite crises, difficult circumstances in the world (Tanjug/RTS/RTV)

Serbian Prime Minister Ana Brnabic stated last night that Serbia has become a country that has succeeded in transforming its economy from a labour-intensive one to the one based on innovation and advanced technology. Participating in the panel “Action Plan for Green Transition in Serbia” at the Kopaonik Business Forum, Brnabic pointed out that until 2016, 2017, Serbia was a country whose economy was mainly based on labour-intensive investments, because unemployment in 2012 stood at more than 25 percent. She stated that the situation was much different when she assumed the office of Prime Minister and that it was already clear then that Serbia would achieve fiscal stability and that unemployment would be reduced below 10 percent. According to her, since the time of the COVID-19 pandemic, development has been based on the growth that came from the service sector, noting that every other job opening in Serbia was in the ICT sector. Also, she stated that the largest percentage of investments in Serbia still comes from the EU, but also that an increasing number of investments are coming from Asia, which she described as excellent. Last year, 30 percent of foreign investments came from China, but Serbia’s relations with Japan in terms of investment, as well as in the political aspect are getting better and better, Brnabic said and noted that Korea will be our focus in the future. She underlined that Germany is Serbia’s undisputed partner when it comes to the exchange of goods, the USA in the exchange of services, while the largest exporter from our country is a company from China, which is the result of diversification that represents great security for our country. According to her, thanks to a lot of work and struggle, Serbia managed to get elected as the host country of the international specialised Expo 2027, when we should present Belgrade and all of Serbia in the best light. We want to present Serbia and the region as a significant point in the future development of the whole of Europe, said Brnabic and added that €18 billion will be invested in order to present Serbia to the whole world in the best possible way. She added that Serbia managed to maintain growth despite multiple crises and extremely difficult circumstances in the world, and that there has been constant economic growth in our country from 2019 until now, except for 2020 due to the pandemic, when the decline was minimal, of 0.9 percent.

Serbian Foreign Minister Ivica Dacic met with Director General for Europe of the Secretariat of Foreign Affairs of the United Mexican States Jennifer Feller, who is in Belgrade on the occasion of the VII meeting of the Bilateral Political Consultation Mechanism. During the talks, both sides expressed mutual satisfaction with the high level of bilateral relations and cooperation between the two countries, which is linked by traditional friendship, mutual respect, understanding and support. Intensive cooperation within international organisations based on a joint effort to respect the principles of international law and the Charter of the United Nations was highlighted. Dacic expressed his gratitude to the United Mexican States for their consistent support for the sovereignty and territorial integrity of Serbia. During the talks, numerous opportunities for further improvement of bilateral cooperation were discussed, and in this context, mutual readiness to strengthen political dialogue and economic ties, as well as cooperation in the fields of agriculture, culture, education, sports and tourism, was expressed.

Petkovic: Real reason behind to banning Dinar is expulsion of Serbs (Tanjug/RTV)

The Head of the Office for Kosovo and Metohija Petar Petkovic warned yesterday in conversation with the German Ambassador to Serbia Anke Konrad that it is clear the real reason for Pristina’s decision to ban the Dinar in the province is the expulsion of Serbs and the abolition of Serb institutions in Kosovo and Metohija. He pointed out that the transparent intention of Pristina is to, with this decision, completely close the issue of the formation of the Community of Serb Municipalities (ZSO), given that in the agreements signed so far, financial support for Serbs is envisaged through Belgrade’s financing of the institutions. He said that Belgrade will continue to insist on the formation of the ZSO, the Office for Kosovo and Metohija said in a statement. Petkovic stressed that the topic of the conversation in Brussels was the “completely unreasonable and dangerous decision made by Albin Kurti” to ban the Dinar and thereby jeopardize the payment of salaries, pensions and social welfare to 100,000 Serbs and other non-Albanians in the Province. He drew attention to the fact that this decision also prevents the functioning of schools, hospitals, kindergartens and other Serb institutions, which are denied the opportunity to acquire basic funds, but also to settle monthly bills. Petkovic added that the failure of Pristina’s chief negotiator Besnik Bislimi to travel in Brussels, means that Pristina continued to obstruct the dialogue and jeopardize efforts to normalize relations in the province, while Belgrade, as always, showed that it considers talks to be the most effective barrier to escalation of tensions and a guarantee of the Serbs’ security. He stressed that Belgrade will continue to insist on finding a permanent and sustainable solution to this problem, which will enable the survival of the Serb people in Kosovo and Metohija. In this sense it is necessary for the Postanska Stedionica bank and post offices to continue operating in Kosovo and Metohija, which is the only way to provide Serbs with the payment of their wages and all other income, he said. According to a decree adopted by the so-called central bank in Pristina, as of 1 February, the only currency in which cash payments can be made in Kosovo and Metohija is the Euro, which means a ban on the Serbian Dinar.

Russia issued warrant for arrest of commander of police special operations units (RTS)

The Interior Minister in Pristina Xelal Svecla confirmed that the authorities in Russia have issued a warrant for the arrest of the commander of the special operational units of the police Besart Ahmeti, and several other members. An arrest warrant was also issued for Alban Yetulahu, the head of operations of the rapid intervention unit and another member of the police, reports the media in Pristina. Russia has requested that the names of the leaders of the police special forces be included in the Interpol warrant. Svecla stated that “nothing good is expected from Russia”, but, as he said, “it is not his or Ahmeti’s concern”. In 2019, Alban Yetulahu was the leader of the Special Intervention Unit with Ahmeti and other policemen when they arrested several people in the north of Kosovo and Metohija, among whom was Mikhail Krasnoshchenko, an UNMIK official with Russian citizenship. A month later, Krasnoshchenko was declared persona non grata by the authorities in Pristina and expelled from Kosovo and Metohija.

Djilas advocates special law, postponing election until ODIHR recommendations are applied (N1)

Freedom and Justice Party president Dragan Djilas said yesterday that the Serbia Against Violence coalition may not participate in the new election in Belgrade if the ODIHR’s recommendations are not applied, adding that special legislation should be passed to postpone the election until after the recommendations are implemented. Djilas said he doubted Serbian Progressive Party representatives would want to carry out the ODIHR recommendations. “I expect a European Parliament mission to come to Serbia, maybe even some type of mission from the European Commission, too, and deal with the implementation of the recommendations. If you let Vucic and Brnabic do it, nothing will be implemented,” Djilas told TV N1. Asked in what configuration the opposition would run in the next election, he said opposition parties should unite, and that the election should be turned into a referendum, in which case victory would be certain.

GIK Head: 3 April deadline to call Belgrade elections (RTS)

The Head of the Belgrade City Election Commission (GIK) Zoran Lukic told RTS that the last deadline to call elections for the Belgrade Assembly is on 3 April. The deadline to call the Belgrade local elections started running on Monday. Under the Law on Local Self-government, this is the job of Serbian Parliament speaker, who has not yet been elected. RTS reported that this should be done at the next constitutive session of the Serbian parliament scheduled for next Tuesday. The first thing the speaker could do that or the following day is call elections for the Belgrade Assembly. They could then be held 45 days from 12 March at the earliest, and in two months at the latest.

Office: Kurti will not calm down as long as there is a single Serb left in Kosovo and Metohija (Tanjug/RTV)

Albin Kurti and those implementing his plan of ethnic cleansing in Kosovo and Metohija will not calm down as long as there is a single Serb left in the southern Serbian province, and this is confirmed by Monday’s arrest of Zivorad N. in Kosovska Mitrovica, a man who together with many hundreds of Serbs was previously expelled from Vucitrn, the Office for Kosovo and Metohija has announced. “He found his peace in Mitrovica, where he for years worked as a vendor in a local market, only to now be arrested on charges of allegedly committing a war crime. It seems that Zivorad and people like him cannot be forgiven for deciding to stay in Kosovo and Metohija, despite all the horrors that he and his fellow citizens of Serb ethnicity experienced in Vucitrn. In the end, Kurti, and his inquisition-like ‘justice’ for war crimes will also prosecute those who were not yet even born during the conflict in Kosovo and Metohija, because in his eyes all Serbs are criminals and worthy of persecution just because they are members of the Serb nation,” the Office added. “Dozens of Serbs were arrested in the past on suspicion of allegedly committing war crimes, only for it to shortly after turn out that they were guilty just because someone had an eye on their property or because they at some point side-eyed someone. This kind of judicial lynching and intimidation of people is not happening anywhere in Europe, except in Kosovo and Metohija, and if anyone thinks that Serbs, who survive there despite all the violence and pressure from Kurti’s regime, will leave their homes with their heads held low, they do not know the first thing about Serbs,” a statement continued. The Office said that they demand from the international community to finally begin to guarantee the minimum human and civil rights and conditions for a dignified life to the Serbs in Kosovo and Metohija, and to prevent criminals from Pristina from arresting and harassing people without evidence. “The Office for Kosovo and Metohija has provided the arrested Serb with a lawyer, and will provide him, as it did in similar cases in the past, with all the necessary support and assistance,” the statement added. The Kosovo police announced earlier in the day that they arrested a Serb, Z.N. (70), in the northern part of Kosovska Mitrovica, on suspicion that he had allegedly committed a war crime. A statement said he was arrested for “a war crime against the civilian population – sexual violence” allegedly committed in 1999 in the municipality of Vucitrn.

B&H CoM discusses, but fails to adopt law on prevention of conflict of interest in B&H institutions on Monday (BHT1)

The Bosnia and Herzegovina (B&H) Council of Ministers (B&H CoM) will express its opinion on the proposal of law on prevention of conflict of interest in B&H institutions in a new text after urgently receiving the opinion of the B&H CoM Office for Legislation, which is intensively working on consultations with the B&H Ministry of Justice, BHT1 reported. Reporter pointed out that the B&H CoM did not agree on this law on Monday and noted that it is one of the very important laws on the EU path of B&H. Reporter stated that this law was not originally on the agenda, and that apart from this law, the law on courts is also very important. Reporter reminded that the goal of the law on prevention of conflict of interest in B&H institutions is to prevent officials from acquiring any benefits for themselves or family members and other close persons. He pointed out that it was said at the session that a working group is working on harmonizing this law and that it is optimistic that it will be adopted on Tuesday. B&H Minister of Foreign Trade and Economic Relations Stasa Kosarac said that the B&H CoM came up with a new text of the law that will be analysed through the working group and competent ministries, and that in the meantime the proposals of all parties have been taken into account. B&H Minister of Foreign Affairs Elmedin Konakovic said the Office for Legislation did not have time to give its opinion on the new harmonized text but gave its opinion on the old text which was partially changed. He pointed out that the law is very extensive and restrictive towards politicians. Reporter said that apart from these laws, a lot has been done on the B&H EU path, and recalled the agreement on Frontex.

B&H Presidency members meet Tajani, Schallenberg (Hayat)

Members of the B&H Presidency met with Italian Minister of Foreign Affairs and International Cooperation Antonio Tajani and Minister for European and International Affairs of the Republic of Austria Alexander Schallenberg in Sarajevo on Monday. The Presidency members thanked Tajani and Schallenberg for strong advocacy and mobilization of the EU member states’ support for beginning of negotiations on B&H’s accession to the EU.

B&H Foreign Minister, Elmedin Konakovic, met with Austrian Foreign Minister Alexander Schallenberg and Italian Foreign Minister Antonio Tajani in Sarajevo on Monday. He thanked them for support that these countries provide to B&H. Konakovic said that they talked about steps ahead that B&H has made including establishing of a Europol contact point, the beginning of negotiations on Frontex, which is important for EU as well. Konakovic added: “We have concluded what EU Commissioner Oliver Varhelyi said, that this is the best report in history of B&H, but that there are few important tasks that we shall hopefully be aware of and which we shall perform in a right way, not to the damage of institutions, regardless of the fact that now is an important moment.” He sent the message that the EU needs leadership now, and that it cannot be talked about bureaucratic procedures only. Konakovic added: “We have reminded of importance of economic processes, the volume of trade exchange of B&H with the EU member and candidate countries. We export over 93 % to EU countries and it is impossible to find any alternative, this is our destiny in terms of economy.” Konakovic further said that if the support package is implemented, B&H will also get EUR one billion and a chance to integrate its market with the EU market, and this heals fears of double pension funds and gives perspective to young people to stay. Konakovic noted that he is surprised how the Foreign Ministers follow developments in B&H in real time adding that Schellenberg approached him in Munich, after half an hour, to inform him that the B&H House of Peoples adopted the Law on Money Laundering. Konakovic concluded that the coming of the Foreign Ministers demonstrates more than any message. He noted that the B&H foreign policy of 100% harmonized with the foreign policy of the EU, and that in a part referring to harmonization of the visa policy, only Macedonia is harmonized more. Konakovic said: “Support to B&H is obvious through a new form, which is called “Group of Friends of the Western Balkans”, with these two, five more European countries composing this club. I can say that two of our guests today are among the biggest advocators of this process and provide us a significant and huge support. We spoke that since their last visit to this day, much has been done on the EU path. We will see whether this is enough, being that we have some more conditions that we should fulfil by the session and decision of European Council. They are already in procedure. I think we will today discuss the law on conflict of interest at the session of the B&H Council of Ministers.”

Tajani: Italy will do everything to support B&H in the EU (Dnevni avaz)

Following the meeting with B&H Foreign Minister Elmedin Konakovic, Deputy President of the Council of Ministers and Minister of Foreign Affairs and International Cooperation of the Republic of Italy Antonio Tajani stated that when it comes to the issue of the EU, the situation in B&H was never better. He noted that Italy’s position is clear, B&H is considered part of Europe, and he came in Sarajevo to express support to opening of the accession talks. “I am very glad because we work hard on achieving this goal, we support your reforms. The situation today is better than ever in history of your country. This is important, your engagement will pave the path for opening of the accession talks and ending of negotiations to become an EU member state,” said Tajani. He said that Western Balkans is priority for Italy and that a Group was formed with a goal to assist B&H. He added that a new meeting will take place soon in Austria and that B&H is “pushing” in the right direction. “We are turned towards strong strategic cooperation, towards stability in the region for work against terrorism, against human trafficking, against drug smuggling and illegal migration. Cooperation in this sector and adoption of anti-money laundering law are all important achievements in general and you are working busily together with us in order to achieve this goal together,” said Tajani. The Minister further noted that Italy, together with B&H works on economic level and the goal is to strengthen this cooperation and to increase the number of Italian companies operating in B&H. “We are friends of B&H, and we will do everything to support membership in the EU, you can count on us,” Tajani said. The Minister added that Italy’s strategy is very clear, which is support to B&H: “I am very glad to see such a progress. Naturally there are issues, issues exist everywhere, but I am more optimistic than I used to be. Italy is not alone in these efforts, we are here today to convey a message that we are united in support to B&H for achieving of good results. I think it is important to have this unity among us, in the EU, if you want to win this fight for B&H then we have to explain importance of B&H’s membership in the EU. Western Balkans is a key priority for us, but for the EU as well, this is why we have to work together to assist this country.”

Schallenberg: Everyone who stands on EU path of B&H plays with fire (Klix.ba)

B&H Foreign Minister Elmedin Konakovic met with Austrian Foreign Minister Alexander Schallenberg and Italian Foreign Minister Antonio Tajani in Sarajevo on Monday. After the meeting, Schallenberg stated: “This is a very important sign of Austrian-Italian support. We are the strongest duo of advocators and of this region, especially B&H. You are not only close to us, but you are close to our hearts. We participate in EUFOR Althea mission. B&H is important to us in every aspect. We were among the first ones who asked for opening of negotiations.” Schallenberg stressed that he hopes for a green light for opening of the negotiations since “B&H has made an impressive progress in previous months”. In the context of this, Schallenberg mentioned the law against money laundering and agreement with Frontex. He said: “You have done more in the last few months than in the few last years. The question is why it took you so long. All of you and all of us are aware that there is still a lot of work ahead of us.” Schallenberg further noted that B&H has a positive agenda and positive results. He concluded: “Now is the time to act. None of political force in this country should believe that they can stay aside and that this is a process which has nothing to do with them. Every political force, that believes that it can stay aside on the European path of B&H steals the future of the country and its young people.” He stressed that according to the World Bank’s data, even 44% of B&H citizens live outside the country. He added: “Austria has profited from this. For this reason, it is important to stop brain drain. Everyone, who believes that he can stand on the path to this, plays with fire and future of this country. You should get united in this country and take the same direction, this is a crucial message of this visit. It is time to start to work.” Schallenberg explained that this is not altruism or one’s own interest. The Minister concluded: “We are in a phase when the war has returned to Europe again. This is a critical moment of geo-political security. We are here to say that we must create a concept of stability and security. The only way to achieve this is that all Western Balkan countries become EU members.” Schallenberg and Tajani said that they are aware of problems caused by secession threats coming from Republika Srpska (RS) and close cooperation of RS President Milorad Dodik with Russia. Schallenberg said: “We have to ask ourselves as the EU, where we made a mistake. Western Balkans is not backyard of the EU but is in its middle. How come that we allowed some third parties, Moscow and Beijing, to have influence in region that 100 percent belongs to Europe. One of the reasons for disappointment is that we gave promised in Thessaloniki two decades ago and we failed to meet this promise, which created this vacuum. If the EU is not a credible answer, then others will interfere.”

Delegations of Italy and Austria meet with HR Schmidt; Schallenberg: Schmidt is friend and partner of B&H (FTV)

Delegations of Italy and Austria at helm with foreign ministers of these countries that paid visit to B&H on Monday met with High Representative Christian Schmidt. Collocutors conveyed encouraging messages concerning the EU path of B&H. Austrian Foreign Minister Alexander Schallenberg said that Schmidt is not only friend, but also partner of B&H who works on progress of this country. Schmidt also meet with German Minister of Foreign Affairs Annalena Baerbock on Monday evening.

Baerbock starts official visit to B&H, calls for stronger support to Western Balkan countries on EU path ahead of the visit (Nova BH)

German Minister of Foreign Affairs Annalena Baerbock arrived in a visit to B&H on Monday. Baerbock’s visit to B&H is part of her tour of the countries in the region and comes after her visit to Montenegro. Ahead of the visit, she called for stronger support to the Western Balkan countries on their EU path. She warned against the Russian influence and assessed that helping Western Balkans countries to join the EU is crucial part of countering the threat from Moscow. “We cannot allow ourselves grey areas anywhere in Europe and must do everything we can together to close flanks that Russia can use for its policy of destabilization, disinformation and infiltration”, Baerbock emphasized. She also said that she opposes all the fantasies about RS secession from B&H and obstacles set on the EU path of B&H. The Western Balkans countries are inseparable part of Europe. In the world of Russian brutal imperialism, it is geopolitical necessity for us to fully support the EU integration process of all six countries in this part of the Europe. This was said by Minister Baerbock ahead of her visit to B&H. She underlined that B&H is on a key crossroad in process of the EU accession, adding that authorities in Sarajevo need to conduct necessary reforms. Baerbock emphasized importance of completion of reform of the Election Law of B&H, which includes package of integrity of election process, because free and fair elections are foundation of democratic society. “Those responsible in B&H must now, step by step, tackle the necessary reforms. An example of such reform step was the adoption of Law on Anti-Money Laundering and Countering the Financing of Terrorism. The EU resolutely opposes those who, with their fantasies about secession, put stones on B&H’s path to the EU and question European values,” Baerbock stated. Baerbock and Montenegrin officials spoke about the EU path of this country. She reminded that more than 80 percent of people in Montenegro support the country’s path towards the Union. Minister of Foreign Affairs on Montenegro Filip Ivanovic emphasized that Montenegro has completely aligned its policies with the foreign and security policies of the EU, which also includes adoption of a package of sanctions against Russia, after its aggression on Ukraine.

Dodik: Germany occupied B&H with its policy, but it cannot occupy us in RS (RTRS)

RS President Milorad Dodik posted on X stating that Germany has occupied B&H with its policy, but it cannot occupy “us in the RS”. “Stance of the RS was always clear- we are in favor of the EU path, but with our clear constitutional competencies. I see that German Foreign Minister Analena Baerbock is coming to B&H to once again spread her frustration on secession, talk about reforms and rule of law, and then send us and supports false Christian Schmidt and shows that not even “r” of rule of law exists here,” wrote Dodik. He repeated that plans for secession do not exist: “If the decision on independence is reached in one moment, it will be the result of activities of false High Representative Schmidt who is trying to undermine the RS and who Baerbock supports,” Dodik wrote in his reaction to Baerbock’s statement that “Germany decisively stands to all those who with their fantasies about secession are setting obstacles to B&H on the path to EU”. Dodik stressed that Germany is shaken by the affair regarding the plans to use their missiles to target Crimean Bridge: “It is known they started with the story about sending of helmets and underwear and ended with missiles, which would be used to target Russia. Nobody trusts any more either to Baerbock or in Germany’s good intentions.” Dodik further stated that no matter what kind of messages Baerbock will send for B&H, they are used up and without meaning: “She can continue to talk negatively about the RS and Dodik, but this will not change the fact that her government is at the historic minimum of support in Germany, again thanks to her poor policy.” He stressed that it would be good for Germany to stop denying Serb rights in B&H and to start a dialogue and not to “convict us without arguments, listening to their false, never accepted Schmidt”. “She is in B&H today to falsely represent herself, as someone who is helping, and in fact wants to score points to an already adopted decision that B&H will be granted a negotiating status without the date of opening of the talks. This means nothing without the date and partners in authority at B&H level agreed to qualify this as nothing. And she could be useful. For example, she could take false Schmidt home to enjoy his retirement and not to deceive us,” ends Dodik.

HR Schmidt: B&H has to use opportunity for opening talks with EU (Dnevni avaz)

The OHR issued a press statement reading that High Representative Christian Schmidt participated in the Antalya Diplomacy Forum, underscoring the vital importance of B&H authorities fulfilling the necessary conditions to seize the opportunity and commence membership negotiations with the EU. He stressed that such negotiations are not only vital for the country’s economic and social progress but also for fostering stability and prosperity in the country and the region. Emphasizing the critical importance of B&H’s active engagement with the EU and respecting of Dayton Peace Agreement, the High Representative spoke in Antalya, in different formats, with President Recep Tayyip Erdogan, Prime Minister of Hungary Viktor Orban, Presidents and Foreign Ministers of Western Balkan countries, Deputy Foreign Minister of Turkey Mehmet Kemal Bozay, Secretary General of the Council of Europe Marija Pejcinovic Buric, representatives of OSCE, the Director of ODIHR Matteo Mecacci and UK Special Envoy for Western Balkans Sir Stuart Peach. “Engagement with the EU presents B&H with a transformative opportunity,” stated High Representative Schmidt and remarked that “it is imperative the country capitalizes on this moment to further integrate into the European family and unlock the numerous benefits such integration entails.” The High Representative also highlighted the pressing need for election integrity reforms in B&H, which are vital for upholding democratic principles, ensuring transparency, and bolstering citizens’ trust in the electoral process. HR Schmidt on EU path of B&H: Citizens of both entities are equally interested in EU (FTV)

In an interview for FTV, High Representative (HR) Christian Schmidt talked about the EU path of B&H. Asked about latest diplomatic offensive in B&H, namely visits of Foreign Ministers of Austria, Italy and Germany to B&H and whether it is certain B&H will get green light to open the EU accession negotiations in March, Schmidt said that this is one of first days of three key weeks during which decisions will be passed. The HR underlined that decision on whether the EU accession negotiations with B&H will be opened will be passed on 21 March. “If you know the situation in B&H, it is easy to see that everything can be done. However, sometimes it is necessary to interpret some things to see what will happen next”, stated Schmidt. He emphasized that every pointless statement given by people like RS Dodik do not imply there is no path towards the EU integration. Asked whether the EU is prepared to accept less than minimum of achievements B&H was demanded to make, the High Representative stressed that B&H needs to do much more. He added that it is not all about letters of the laws, but about commitment to ensure the EU integration. Schmidt emphasized that B&H needs to meet three more conditions: to strengthen the rule of law, namely, to increase activities related to combat against corruption and nepotism; it is necessary to do something in regard to better understanding, not only on the ground of ethnic composition of the country, but in wider sense as well. “We all know how terrible past was, but we need to ensure joint future. Third, we need to do everything to make young people stay here to develop their career in this country, because they are most important investment in future of B&H. They would stay here if they knew this will be an EU country”, said Schmidt. Also, Schmidt stated that citizens from both entities are equally interested in the EU future of B&H. He underlined that people do not go to Minsk or Moscow, but to the EU countries. Asked why he has not been imposing amendments to the Election Law of B&H that concern integrity of election process, HR Schmidt stated that he has worked a lot in regard to this topic, and that he saw some others also did a lot in this regard. Schmidt explained that they have formed a working group that prepared a good law. The HR underlined that they will not wait until end of year, and that it is necessary to wait in order to see what will happen in the upcoming days. “If there is no decision or proposal made by parliamentary bodies that will meet all set demands, then we will have obligation to emphasize that the Election Law is not donation parties give to voters, but voters decide, and political parties need to be grateful for getting their votes. I am person who listens and talks and then decides. I hope I will not have to make decision, and that we will have something that will enter into force in time for the upcoming elections”, emphasized High Representative Schmidt.

Government announces dissolution of parliament (HRT)

Prime Minister Andrej Plenkovic announced on Monday that parliament will be dissolved by 22 March at the latest, and that elections for the new legislature will take place before the European Parliament elections in June.  After a meeting of the leadership of the ruling HDZ party, Plenkovic told the press that they had made some important decisions for the dissolution of the current Sabor and for the organisation of the next parliamentary elections. “We will continue with our current coalition partners, with whom we have built a certain level trust and cooperation, as well as a unified policy,” said the prime minister. Plenkovic remains convinced in the power of the HDZ and its partners to once again achieve a convincing win at the elections. “We look forward to improving the economy, the social standard, to raising salaries and pensions, protecting Croats abroad, and improving Croatia’s international standing. Our focus is on Croatia and Croatians. This is what we guarantee moving forward,” he concluded. This makes the current parliamentary session the last of the current national legislative period. And while the president must set the date for the elections, the possible options are either the last Sunday in April or one of the first three Sundays in May. The HDZ will hold its party congress on 17 March to prepare for the elections. For the most part, opposition parties in parliament welcomed the news with open arms. “This is just the first step; we will have elections as soon as possible. The second step must be taken by the citizens. It’s time for them to say: enough corruption, enough lies, enough incompetence and enough HDZ. That’s the only way to save this country. This country deserves better. Croatia deserves better. And we will achieve this after the elections,” SDP President Pedja Grbin. Sandra Bencic from We Can! said it was good news because it represented the perfect opportunity to take down the HDZ. “This is good news for the citizens of this country, who can’t stand this government, the stealing, the nepotism and the corruption. This is our opportunity for change,” said Bencic. The party’s Secretary General, Krunoslav Katicic, was appointed as the head of the party’s working group responsible for preparing the elections; while Minister of Culture and Media Nina Obuljen-Korzinek has been tasked with drawing up the election program.

Ministry of Foreign Affairs distanced itself from Mandic’s move: We did not organize Dodik’s visit; omission made in not displaying B&H flag (CdM)

The Ministry of Foreign Affairs has distanced itself from the moves of parliament speaker Andrija Mandic and the parliament services regarding the events during the visit of the President of RS Milorad Dodik to Podgorica on 27 February 2024. In the response to the protest note of the Ministry of Foreign Affairs of B&H, it was stated that the Ministry did not participate in the organization and accompanying protocol activities related to Dodik’s visit, but that the visit was organized by the services of the parliament of Montenegro, headed by Mandic. In the document, signed by the relevant minister Filip Ivanovic, the Ministry points out that it informed the Parliament about the omission through the official channel, because the flag of the state of B&H was not displayed together with flag of the entity of the RS. The answer states that the government supports the integrity, sovereignty and territorial integrity of B&H, as well as its state symbols, flag and historical continuity, expressing the hope that this event will not affect friendly and good-neighborly relations between B&H and Montenegro.

Ivanovic- Baerbock: Germany side by side with Montenegro on the European road (CdM)

Minister of Foreign Affairs Filip Ivanovic met with German Foreign Minister Analena Baerbock, who was visiting Montenegro. “I am glad that this visit comes at a time when Montenegro is making significant progress on its path to Europe. This is especially valuable for us, because it confirms that our partners and allies, as well as the member states of the Union, recognize the commitment and results we are achieving,” Ivanovic said. This Government shows that it wants to make a step forward and take advantage of the current moment, and we are here to support you, to go that way together,” said Baerbock. She added that Montenegro is also showing progress in the context of regional cooperation. “You have not only shown how much progress you are making internally, but you are also doing so in relation to your neighbors and partners. You are the first country to ratify the agreements from the Berlin process, and in this way, you have clearly confirmed that European integration is your priority,” said the German head of diplomacy. She assessed that in the current, challenging, geopolitical situation, all actors must be ready to admit mistakes, including the EU. “We must do our best to ensure that these mistakes are not repeated, and that Europe shows a clear readiness for further support, political and expert, as well as support for infrastructure projects,” Baerbock said, stressing that Germany “stands side by side with Montenegro” on the European path”. During the meeting, there was talk of strengthening cooperation in the fields of economy, renewable energy sources and tourism, which will be the focus of bilateral contacts in the coming period.

Ivanovic- Baerbock: Make progress in Chapters 23 and 24 by the summer (RTCG)

She pointed out that EU enlargement is imperative, especially after Russia’s aggression against Ukraine. “In the process of joining the EU, Montenegro set itself very big goals. But side by side we are going towards the EU”, said Baerbock. She stated that the government has clearly shown that it is committed to working towards reforms that will bring it to the EU. “The government is doing an excellent job of solving open issues in the field of justice. The implementation of reforms requires leadership, and now there is only one path for the Government, which is the path to the EU. The temporary conditions in Chapters 23 and 24 should be achieved by the summer of this year”, she pointed out and stated that this is a strong signal to those who would slow down that path. She also said that it is important to provide support in infrastructure projects in Montenegro. “When you have a coalition with several partners, it is not easy, especially not if you need a two-thirds majority to change the Constitution. Whenever you take a new step in the EU, we will be with you and think about how, as the federal government, we can provide you with support in the field of justice in particular”, she stated. With strong security and the rule of law, Montenegro will be a good target for new investments, and the green transition will be discussed in the following talks, she said. She pointed out that the new wind farm can make a big contribution to the ecological system.

Milatovic with Baerbock: I expect Montenegro to become a full member of the EU by 2028 (CdM)

President Jakov Milatovic received the Minister of Foreign Affairs of the Federal Republic of Germany Analena Baerbock.
