The European Union has yet to invite delegations from Pristina and Belgrade to discuss the draft-statute proposed by the management team for the Association/Community of Serb-majority municipalities, the news agency reports. EU officials confirmed that there is no date yet when the issue will be discussed. Meanwhile Kosovo government representatives too said they don’t know when the next meeting of technical dialogue will take place. “We have received no official invitation for a meeting yet,” a government spokeswoman said. Political commentators in Pristina argue that Kosovo’s delegation should be well-prepared for the meeting and not accept discussions on a document that they are not familiar with. The Kosovo government does not have the draft proposed by the management team, it only has minutes from the meetings. The draft, prepared by the management team which consists of four Kosovo Serb representatives, has been submitted to Brussels. Ramush Tahiri, political analyst, told the news agency: “The Kosovar side, namely Avni Arifi, the head of the technical delegation, must respect his institutional dignity in this case and not agree to discuss on a document that has not been sent or does not have a mandate from the Kosovo government or is not in line with the Constitution and laws of Kosovo”. Tahiri also said it is very likely that the management team did not respect the ruling of the Constitutional Court of Kosovo which found that nine articles in the agreement for the Association/Community were in violation with the Constitution of Kosovo. “The draft statute needs to turn into a statute in the Kosovo Assembly, namely the Kosovo government. The Government and the Assembly are obliged to respect the ruling of the Constitutional Court,” he said. Artan Muhaxhiri, political commentator, said Kosovo’s institutions must be well-prepared for discussions on the draft statute of the Association/Community. “The Kosovar side should not even agree to discuss the issue if the Serbian side has maximal demands that threaten the constitutional order of Kosovo. Therefore, if the draft was prepared according to Serbia’s will and is against institutional values and norms in Kosovo, it shouldn’t even be discussed,” Muhaxhiri said. Meanwhile, one of the members of the management team, told RFE that “the basis for drafting the statute is amending the Constitution of Kosovo and adopting special laws so that the Association/Community can have executive competencies. This was agreed upon in Brussels”.
