Head of EU Office in Kosovo and EU Special Representative, Samuel Zbogar, in an opinion for the paper says that the Kosovo Assembly members have an important decision ahead and while on the one hand they are concerned how their vote will reflect on Kosovo’s past, on the other, they will be voting for the future of Kosovo. “I am convinced the Assembly will take the right decision in favour of establishing specialized chambers,” writes Zbogar. He argues that there are three main reasons why the special court needs to be established by the Kosovo Assembly and the first is cast away the cloud hanging over Kosovo from the allegations in the Council of Europe’s report. “It is time for the truth to come out and clarify these allegations once and for all,” Zbogar writes. Second, by establishing the special court, Kosovo would ensure its functioning in accordance to its legislation and would thus remain sovereign in decision making. Last but not least, Kosovo Assembly has already ratified exchange of correspondence stipulating establishment of the special court and in order to be taken seriously, Kosovo needs to take its own obligations seriously. “I sincerely believe that on Friday Kosovo leaders will look to the future and take a decision not for Kosovo what it is but more for Kosovo as what it can become,” writes Zbogar.
