"Holbrooke's model'' of negotiation the most realistic (Danas)

Belgrade based daily Danas writes about three possible ways of US engagement in search for a solution to the Kosovo issue.

Commenting on the expected increase of the US engagement in the next phase of negotiations on Kosovo, which many see as final, unofficially Western diplomats for daily Danas cite as the first ''the Kissinger Model''.

This model would include the involvement of State Secretary Pompeo or National Security Advisor Bolton. However, they add that it will not be possible as the impression is that neither Pompeo nor Bolton have the intention to assume such a difficult role, which requires to set aside a lot of time.

As a second way, sources of Danas, cites the "Holbrooke's model'', which means appointing a special high-ranking envoy to participate in the negotiations.

"Most often this is about someone with significant diplomatic experience, who enjoys the trust of the US President and works closely with the Secretary of State. In the case of Kosovo, this model is more realistic than the Kissinger model, but remains to be seen to whom the US president could entrust such a task, bearing in mind his changing temperament and the tendency to change often his associates," diplomats say.

As the third possible approach of Washington, diplomats mention the so-called "traditional model".

In this context, lower-ranking career diplomat would be involved in the negotiations, while at the very end of the process, the President of the United States himself or the Secretary of State would be engaged in order to finalize the agreement and prepare the signing ceremony. Interlocutors of Danas point out that such a model has shortcomings, as "many experienced foreign policy experts have quit the Washington administration or Tramp has fired them."

Diplomats point out that, despite Tramp's wish that the US is actively involved in finding a solution for Kosovo, "the US administration is currently not well coordinated, and there are complaints about a lack of strategic planning in the White House, and the situation will be even more difficult for Trump as of January, when the Democrats take over the House of Representatives."

Commenting on the statement by Serbian Foreign Minister Ivica Dacic that the United States is ready to organize the signing of the Belgrade-Pristina agreement modelled on the signing of the peace agreement between Israel and Egypt in 1978, "but because of everything that is happening lately, it seems that the solution will not come fast", sources of Danas from diplomatic circles suggest that" it would suit Tramp certainly to attend the signing ceremony, as Jimmy Carter did in 1978, but that does not mean that the model of an agreement between Israel and Egypt could be applied to Kosovo case. "

"The 1978 agreement included the mutual recognition of the two countries, and Serbia, at least it still appears to be, is unwilling to formally recognize Kosovo," Danas interlocutors explain.
