Dissolution of local assemblies in the north would jeopardize the dialogue (RTK2)
The introduction of the extraordinary measures in municipalities in northern Kosovo would lead to fiasco of the Brussels Agreement and the end of local institutions in the Kosovo system, since the local elections in line with the Kosovo laws would never take place there again, claims the Mayor of Leposavić/Leposaviq Dragan Jablanovic.
Jablanovic said that dissolution of local assemblies is in no one’s interest. “We should talk. Dissolution of the (local) assembly is the worst solution and that would mean the end of the Brussels Agreement. I am sure that never again would Kosovo elections take place in the north,” claims Jablanovic.
Jablanovic says that it is not normal that high politics go at the expense of local self-governments. He reminded that municipalities in northern Kosovo did not use Kosovo budget so far, what is the exact reason why Lepoosavić/Leposaviq Municipality adopted a higher budget, in order to implement capital investments. Jabalnovic added that municipality had met all deadlines for adoption of the budget.
The problems appears to be in the area of financing education and health sectors, since there were three different models of financing presented by the Ministry of Finance in a month. Jablanovic explained that either all employees will receive salaries or none. He said that he pledges that all in his municipality receive one salary.
