Kosovo Deputy Prime Minister Branimir Stojanovic said that is not yet defined and agreed how Association / Community of Serb Municipalities (ZSO) will look like, as well it is not determined which degree of autonomy will have in the four areas: education, health care, economic development and regional planning.
According to his opinion, it is not disputed that Kosovo has institutions with executive powers at the central and municipal level, but the question is what will happen if the local authority decide to delegate its powers to the future Association / Community of Serb municipalities. "The agreement at the highest political level has been reached and it transcends all laws that currently apply. The guarantor of the agreement is the European Union, and it must be binding for all sides," said Stojanovic in broadcasted talk show Srpsko- srpski dijalog.
On the other hand, Kosovo Minister in charge for the dialogue with Belgrade Edita Tahiri said that in Belgrade, as well in Kosovo, could be often heard "illusory stories" about the Association of municipalities with Serbian majority. "I tell you that the Association will be formed in accordance with the laws of Kosovo and shall have those powers that are stipulated by these laws", said Tahiri in the talk show. According to her, the law provides a number of functions for the Association, and those are the functions of coordination and consultation. Kosovo has a two-level administrative system, central and local executive level, which, means that the Association cannot have executive powers.
