It's been four years since the signing of the agreement between Belgrade and Pristina on the normalization of relations. As the biggest success was seen the agreement on formation of the Community/Association of Serb municipalities (ZSO), that still does not exist.

"I did not see recently readiness of Serbs, their representatives to proceed with the establishment of the Community because we have invited them several times. Perhaps the reason is they do not agree to get things done on the basis of the decision of the Constitutional Court, but it will be done so and not otherwise," said Kosovo Prime Minister Isa Mustafa.

Kosovo's Constitutional Court assessed that the agreement on the Community in general was not unconstitutional but that certain provisions should be elaborated.

"Whether in Brussels was agreed a decision of the Constitutional Court that reads this way? We ask the community to be formed as it was agreed, and not to be crippled and made senseless, the way they would like - to be an association that cannot do anything," says Deputy Kosovo Prime Minister Branimir Stojanović.

EU also calls for the implementation.

"This is an agreement within the EU expectations for further improvement of relations and therefore we believe that the community should be formed as soon as possible," said the EU representative in Pristina Nataliya Apostolova.

Meanwhile the deadline was moved for the appointment of judges and prosecutors and the question of energy is still open. The achieved in a technical dialogue on the recognition of diplomas, official visits, the cadastre is being violated or not implemented.

"We do not shy away from dialogue, we never did. We know what we want - a greater degree of law. They flee because they promise falsely to their people that through dialogue they can come to the independence of our southern province. It is now clear that their separatist goals cannot be achieved," said Director of the Office for Kosovo and Metohija Marko Đurić.

However, the dialogue is on hold due to Pristina's resolution. Kosovo Minister for Dialogue said that the talks could be resumed when Ramush Haradinaj returns to Kosovo from France, where he awaits the court decision on Serbia's request for his extradition.
