ZSO also blocks electricity (Vecernje Novosti)
Belgrade based daily Vecernje Novosti writes that the implementation of energy agreement is blocked because there is no Community/Association of Serb municipalities (ZSO).
Establishment of the ZSO, energy and opening of the bridge in Mitrovica for the traffic, are the topics discussed by technical teams of Belgrade and Pristina on Monday in Brussels at the beginning of a three-day round of dialogue at the expert level.
The daily writes that the possible results of the technical dialogue depends on whether the president of Serbia and Kosovo, Aleksandar Vucic and Hashim Thaci, will confirm on Friday the progress in the dialogue, after a long deadlock.
According to Vecernje Novosti, the main obstacle in the on-going dialogue is the refusal of Pristina to apply the only obligation it had under the first Brussels agreement, which is to form a ZSO. Regarding the Energy Agreement, its implementation is hindered by the Pristina's obstruction in the establishment of two Serbian companies "EPS trgovina" and "Elektrosever" in the north of Kosovo.
The daily writes that EPS representatives submitted the necessary documentation for registration, Pristina on four occasions rejected requests as "incomplete and incompatible with Kosovo laws and the Brussels agreement". Also, according to the agreements, Kosovo should become a separate energy control area, but only when two Serbian companies in the north are formed, whose founders were EPS and the ZSO, but Pristina is trying to "circumvent'' this part of the agreement regarding the founder.
Asked by the two sides on the fulfilment of obligations, such as the establishment of the ZSO, spokeswoman for the EU High Representative, Maja Kocijancic, said:
- We expect the full implementation of what was agreed in the dialogue. The same applies to the ZSO, as well as to other agreements, say, on energy. Work in this sense has intensified and these meetings in the next days are concrete evidence that we are working on it.
