Police action in the north for economic activity without a licence (media) 

 

The Kosovo Police has confirmed on Monday that a police action was underway in the north of Kosovo at unlicensed post offices, namely in the facilities where the so-called "Post of Serbia" operated.

 

The deputy director of the Kosovo Police for the northern region, Veton Elshani, said that the action was launched after information received by ARKEP, that economic operators operate in the territory of Kosovo without a licence and not registered with ARBK. In this case, according to him, the police units went to verify this information.

 

"The information turned out to be correct, in which case the police notified the state prosecutor and we continue according to his authorizations," he said.

 

Later on, Elshani said that Monday's police action in the north of Kosovo has ended. He announced that nine locations of illegal post offices have been closed. Three facilities have been closed in North Mitrovica, two in Zvecan, three in Leposavic and one in Zubin Potok.

 

Elshani emphasised that the action went without any problems, except for one case in Leshak where two drunk people were detained for disrupting public order and peace.

 

"During this time in Leshak we detained two people whom we sent to the police station in Leposavic and they were issued tickets for disobeying the order of the police and the case goes to regular procedure", Elshani told RTKlive.

 

ARKEP: Operation of Post of Serbia was intended to be resolved in dialogue, but until today there has been no initiative to start talks (Albanian Post)

 

The Regulatory Authority for Electronic and Postal Communications (ARKEP), through a press release, has announced that the issue of the illegal operation of the Serbian post office in Kosovo has been attempted to be resolved within the dialogue for the normalization of Kosovo-Serbia relations, but due to opposition of the Serbian side, this issue has never been addressed.

 

The reaction of ARKEP comes after the action of the Kosovo Police in the facilities of the Serbian post in the four northern municipalities of Kosovo, which resulted in the closure of nine facilities of the Post of Serbia in Kosovo. ARKEP has added that the entity in question is not registered with the Business Registration Agency (ARBK), so it does not have a business certificate and fiscal number.

 

"So, since this issue has been left to be discussed at a later stage, until today there has been no initiative to start talks to resolve this issue, or even any concrete action to stop the operation of the Serbian post office. In addition, this entity does not appear in the ARBK, therefore it does not possess a business certificate and fiscal number".

 

The deputy director of the Kosovo Police for the northern region, Veton Elshani, said on Monday that the police action started after the information received by ARKEP that in the territory of Kosovo, namely in the four northern municipalities - North Mitrovica, Leposaviq, Zvecan and Zubin Potok - are operating illegal economic operators without a license and without ARBK documents.

 

EU: Unilateral and uncoordinated decision to close branches of Post of Serbia in the north (RFE)

 

The European Union has called the decision of the Kosovo authorities to close nine branches of the Post of Serbia, in the north of Kosovo, unilateral and uncoordinated.

 

"Unilateral and uncoordinated actions cannot provide solutions for this and other issues that belong to the normalisation process between Kosovo and Serbia. The closure of existing services for Kosovo Serbs, without an agreement reached in advance, will negatively affect the daily life and living conditions of this community", the European bloc said in a statement.

 

The EU has called on the government of Kosovo to reconsider this decision and find a negotiated solution within the dialogue. The bloc recalled that within the framework of the agreements reached on telecommunications, in 2013 and 2015, the two parties agreed that postal services would be discussed "at a later stage", and thus, according to the EU, it was understood that this issue could to be addressed only through dialogue.

The U.S. government is deeply disappointed by the unilateral, uncoordinated actions taken by the government of Kosovo against branches of Serbian post offices in the north of Kosovo.  

“Kosovo’s uncoordinated actions put Kosovan citizens and KFOR soldiers at greater risk, unnecessarily escalate regional tensions, and undermine Kosovo’s reputation as a reliable international partner. 

 

We urge the government of Kosovo to cease any further unilateral actions and to return to constructive engagement in the EU-facilitated Dialogue to resolve issues related to the normalisation of relations between Kosovo and Serbia,” reads the statement of the U.S. Embassy.

 

Haradinaj: Kurti is deeply involved in Serbia's agenda (Koha)

 

The leader of the Alliance for the Future of Kosovo (AAK), Ramush Haradinaj, has said that "the unilateral and uncoordinated decisions between Albin Kurti and the allies" are devastating for Kosovo. Haradinaj referred to the closure of nine branches of the Post of Serbia in the north of Kosovo on Monday.

 

"Albin Kurti's unilateral and uncoordinated decisions with the allies are devastating for Kosovo. Before Albin Kurti "killed" the Serbian dinar in Kosovo, he was killed by the Euro. His populist policy, which can endanger the lives of NATO members, is sabotage and an attempt to undo the state. This prime minister is deeply involved in the agenda of Serbia, which, in order to demonise the Albanians, has also killed its own children in Panda Peja. I suspect that this person, as the only Albanian released from prison by decree of the Serbian President, Kostunica, is fulfilling the obligations he has received. But, I remind him and everyone else that Kosovo has a sovereign and there is no government that can turn it back!" - wrote Haradinaj on Facebook.

 

Haxhiu meets her counterpart from North Macedonia (ekonomia)

 

The Minister of Justice, Albulena Haxhiu, met on Monday with her Macedonian counterpart, Igor Filkov. Criminal charges filed against security chief of North Macedonia's parliament speaker (media)

 

The Ministry of Internal Affairs of North Macedonia has announced that it has filed a criminal complaint against the security chief of the Speaker of the Assembly, in connection with the incident of the president, Vjosa Osmani, that happened at the Skopje Airport.

 

He has been suspended from work and charges against him for breach of security and obstruction of an official are being made. Likewise, disciplinary proceedings have been initiated against two other police officers.The security chief of Gashi risks imprisonment from 1 to 3 years.

The policeman who was stationed at the door was loudly approached and threatened. Abdixhiku visits the miners of Trepca, supports their demands (ekonomia)

 

The leader of the Democratic League of Kosovo (LDK) visited the miners of "Trepca". He stayed with them to take a closer look at their working conditions. "I hesitated to meet them in the hope that the issue would be resolved without complications. Any involvement of our party carried the risk of politicising their cause. But the institutional negligence, of the state, of the population government, of the long line of those beneficiaries who use Trepca and miners as disposable electoral pamphlets, has made our observation seem meaningless", he wrote on Facebook. Abdixhiku said that the conditions are not only serious, but also inhumane. 

 

"We fully support the pledges for more humane conditions and the requests for long-term investments in the complex that today, instead of Kosovo mines  selling processed materials it sells them as a concentrate with much less value. The miners, in confrontation with the populists, risk being called traitors. The ruling MPs, who have already received their salaries of 2000 euros this month, will be ready for messages from the 'Politburo of Tirana' to be directed towards the Miners. As they have done with every value in this country, with allies, teachers, doctors, patriots, fighters and activists, the miners have the same fate".

The President of Serbia, Aleksandar Vucic, pointed out last evening, regarding the closing of the branch of the Post of Serbia in the north of Kosovo, that the behaviour of Albin Kurti was an attempt to provoke a war conflict, and he assessed the announcement of the EU Foreign Service as ''shameful and rude'', reported Kosovo Online.

"Kurti's behaviour is an attempt to provoke a war conflict. We don't want war. We want to keep the peace. But he is doing it deliberately, organised and with the support of certain Western powers," said Vucic. 

In a statement to journalists, he emphasised that the announcement of the EU Foreign Service is ''shameful and rude'', because in it they call for discussions about the repeated illegal and unilateral moves of Kurti.

He also recalled an agreement on telecommunications, the Post of Serbia from 2015, and that it was brutally violated.

"The text of the announcement was deliberately softened because of the two EU members who always soften all the positions that should go against Pristina and Kurti, and they are trying to make us fools. I am very worried. I will not speak further. because I am afraid that I could harm the interests of the country and my people. I personally spoke with Miroslav Lajcak, sent them an unequivocal message, so we will see what they will do, big, inconsiderate gentlemen," he underlined, reported Kosovo Online.

The European Union considers today's closing of nine branches of the Post of Serbia in the north of Kosovo by the Kosovo authorities to be a unilateral and uncoordinated action, which violates the agreements reached within the dialogue with the mediation of the EU, said the spokesman of the EU, Peter Stano, reported Kosovo Online.

All 9 facilities used by Serbian Post in Northern Kosovo Closed (KoSSev)

In a coordinated operation by Kosovo’s authorities, members of the Kosovo Police simultaneously entered all nine Serbian Post facilities in Northern Kosovo at 2 p.m. yesterday. The action was carried out based on a request from the Regulatory Authority for Electronic and Postal Communications (ARKEP), reported KoSSev in English.

Veton Elshani, Deputy Commander of the Northern Police Region, told the KoSSev portal that the closure of the Serbian Post facilities was implemented “after receiving information“ that these facilities were operating without a license.

Three post offices in North Mitrovica, two in the municipality of Zvecan, one in Zubin Potok, and three in the municipality of Leposavic were sealed.

Employees present at the facilities were allowed to take their personal belongings, while the Kosovo Police reportedly seized what is presumed to be Serbian Post documentation. It is not yet known whether money was also seized this time, as happened less than three months ago when all Serbian financial institutions were shut down in a similar operation.

Aside from a performance involving the throwing of white envelopes by the Serbian Democratic Party and a brief detention, i.e. punishment of two individuals in Lesak who resisted the Kosovo Police operation, there were no other incidents reported.

EULEX members were observed monitoring the situation at some locations.

The Serbian list, The Office for Kosovo and Metohija, and the Ministry of Information and Telecommunications of Serbia have harshly criticised Kosovo Prime Minister Albin Kurti for violating the Brussels Agreement and for persecuting Serbs.

Acting Director of the Post of Serbia: Continued pressure on the Serbs, the Post operates according to regulations (Beta, NMagazin)

Acting Director of the Post of Serbia Zoran Andjelkovic, director of the Post of Serbia, announced that with the raid on nine branches of the Post of Serbia in the North of Kosovo, systematic terror continued in municipalities with a majority Serbian population, even though the Post provides services in accordance with all valid regulations, reported NMagazin. 

In the statement, he stated that the police raided the branches of the Post Office in Lesak, Zubin Potok, Leposavic, Socanica, Banjska, Zvecan and three branches in North Mitrovica, and they detained the director of the Kosovo's work unit , Ivan Milojevic and his associates, with the order that everyone return tomorrow for an additional hearing.

"Kurti's regime has been carrying out terror against the Serbian people in Kosovo and Metohija for a long time as a comprehensive plan of various methods of pressure, threats and blackmail, with the aim of intimidating the Serbs,'' Andjelkovic said adding that this new ''unprecedented terror against the Serbian people, individuals and business entities that are of interests for the life of the Serbian people in Kosovo and Metohija, with the previous cancellation of dinars and payment transactions, the previous attacks on Postal Saving Bank and now on the Post of Serbia, on the Serbian people and everything that represents the backbone of even a normal life for Serbs on Kosovo and Metohija".  

He assessed that this is the last in a series of unilateral actions that destroy the agreements reached within the Dialogue and prevent the process of normalisation of relations and that the Kosovo authorities not only do not want to form the Community of Serbian Municipalities and help the Serbian people to live normally, but they cancel all agreements with violence and long pipes.

Djelkovic also points out that this move was also in direct contradiction to the Action Plan agreed in the Dialogue back in 2015, which foresees that the issue of postal services will be resolved at a later stage of the Dialogue.

''All these acts aim to further pressure, expulsion and ethnic cleansing of Serbs from their centuries-old home.'' Andjelkovic pointed out.

He announced that, if post offices are closed, all necessary steps will be taken to ensure that the post office continues to serve the population of Kosovo.

The Acting Director of the Post appealed to all international institutions to resolutely stand in the way of the "new insanity", and emphasised that the Post of Serbia, as a public institution of importance for the citizens of Kosovo, provides services in accordance with all valid regulations and remains committed to providing quality services, despite these attacks.

The head of the Serbian government Office for Kosovo and Metohija Petar Petkovic said on Monday the Kosovo Police had raided and seized Post of Serbia offices in the north Kosovo municipalities of Leposavic, North Mitrovica, Zvecan and Zubin Potok earlier in the day in a coordinated and illegal operation that was unilateral and not in line with any agreement, reported Tanjug.

“With the raid, Pristina's PM Albin Kurti is directly provoking a war conflict and evidently wants to spark conflicts on the ground at all costs, in front of the eyes of the international community,” Petkovic said in a statement, noting that Pristina's police had also raided the treasury of the Serbian Postal Savings Bank.

"It is a fresh crisis masterminded by Albin Kurti, who wants to expel all Serbs from Kosovo and Metohija in this way, denying them all fundamental human rights, intimidating them and depriving them of normal living conditions in a planned manner," Petkovic said.

He said Pristina's move was a brutal violation of agreements and contrary to a 2015 deal on telecommunications that clearly stated that issues related to postal services would be resolved exclusively through dialogue.

He said that, after banning the Serbian dinar and shutting down Postal Savings Bank offices, Kurti had borne down on Post of Serbia operations in order to leave the Serbs who were customers of Post of Serbia services without any means of livelihood and the company's employees without jobs.

He urged the international community to take steps to stop Kurti's destructive campaign.

"Otherwise, all Serbs will either be expelled or arrested, and all the results of the dialogue and agreements will be trampled underfoot and annulled. If that is what they want and if that is the message they are sending us with their passive attitude, they should tell us that clearly," Petkovic noted.

Savo Manojlovic, the campaign director of the Move-Change movement, said today that if the President of Serbia, Aleksandar Vucic, was involved in the protection of the people of Kosovo, as he is in the protection of Rio Tinto, there would be no persecution of the population today, reported Danas.

Thus, Manojlovic reacted on the X network to the invasion of the Kosovo police in the branches of the Post of Serbia in the North of Kosovo.

"If Vucic had dealt with the protection of the people in Kosovo and Metohija, instead of lobbying for Rio Tinto and listening to the embassies, today you would not have persecution there. If he had dealt with the development of democracy and human rights as much as he protected the interests of Rio Tinto, Serbia would be Switzerland today," said Manojlovic.

The New Democratic Party of Serbia (Novi DSS) assessed that yesterday's closure of the "Post of Serbia" in the north of Kosovo was "a continuation of the terror of the Albanian secessionist government", which has been carried out for months "with the tacit permission of the West and without a serious reaction from the authorities in Belgrade", reported NMagazin. 

"After the violent closing of branches of Postal Savings Bank, which operated in accordance with the laws of the Republic of Serbia and the National Bank of Serbia, in May, without a response from the Serbian state, the secessionists invade another institution with an important role for the Serbs in Kosovo and Metohija," this party said in a statement.

The new DSS asked the state to take urgent measures to protect citizens and their own property, stressing that "the emigration of Serbs and the trampling of the Serbian state must stop."

They demanded all previous agreements under the auspices of the EU be reviewed and that further ones be terminated as long as ‘’unilateral decisions and violence against Serbs are carried out, as well as their property and the property of the Serbian state, reported the portal. 

They also requested the opening of a parliamentary debate on the Kosovo policy of the current government, which they assessed as having ‘’experienced a breakdown", as well as the establishment of a new policy, the center of which will be the Constitution of Serbia, Resolution 1244 of the UN Security Council, "and not the Brussels and Franco-German agreement".
