Terras: EU measures against Kosovo must be lifted immediately (Koha)

The European Parliament’s Rapporteur for Kosovo, Riho Terras, said during his stay in Pristina on Tuesday that the EU measures against Kosovo must be lifted immediately. “Meeting with Kosovo President Vjosa Osmani. Discussed the political situation and the upcoming general elections on December 28. EU measures against Kosovo should be lifted immediately,” Terras said in a post on X.

 

Terras also met with representatives of Kosovo civil society organizations. “Discussed the media freedom, independence of judiciary and fight against corruption,” he said after the meeting.

 

Kosovo indicts three for November 2024 can explosion (BIRN)

 

Kosovo’s Special Prosecution on Tuesday said it has filed an indictment for terrorism, espionage and weapons-related charges against two brothers and an alleged Serbian intelligence collaborator over the November 2024 explosion that severely damaged the Iber-Lepenc water canal and disrupted vital water and energy infrastructure.

 

The prosecution published only the initials of the three suspects – J.V., D.V. and I.D. – but BIRN has learned that they are brothers Dragisa and Jovan Vicentijevic and Igor Dimovic, charged with espionage, unauthorised possession of weapons, and endangering the constitutional order through the destruction or damaging of public installations and equipment.

 

“J.V. and D.V. are accused of having activated the explosion through a bag which they tied with a rope to a concrete pillar of the ‘Iber Lepenc’ canal, causing disruption to the supply of drinking water, endangering production of electricity and costing the ‘Iber Lepenc’ enterprise the amount of 376,774.70 euros,” the prosecution said.

 

The indictment alleges that J.V. and D.V. and other as yet unidentified individuals, “after a prior agreement, planted approximately 20 kilograms of trinitrotoluene, TNT explosive, inside the canal”.

 

The same two men are also charged with illegal possession of weapons. Both denied the charges after they were arrested in December last year.

 

Accused of espionage, Dimovic is allegedly affiliated with Serbia’s military intelligence service. According to the prosecution, he assisted the attack by gathering classified information and documents to support unlawful activities in Kosovo. Serbian President Aleksandar Vucic has denied that Belgrade had any involvement in the attack.

Abdixhiku: LDK guarantees stability and Euro-Atlantic path (Sinjali)

 

Leader of the Democratic League of Kosovo (LDK) Lumir Abdixhiku took to Facebook to write about the meetings he had with the representatives of the United States, United Kingdom, France and Germany, focused on political developments and the December 28 parliamentary elections. “I reiterated the commitment of the LDK to guarantee institutional stability and to push forward the country’s economic development, and above all I highlighted the LDK’s commitment to the Euro-Atlantic path with our allies … Our sustainable partnership with these friendly countries remains crucial for the democratic future and Euro-Atlantic orientation of our Republic. The LDK remains a crucial guarantee of this path,” he said.

 

Hoxhaj: Cooperation between ex-opposition will remove Kurti from office (Klan)

 

Candidate for MP from the Democratic Party of Kosovo (PDK) Enver Hoxhaj said in an interview with Klan Kosova on Tuesday that cooperation between parties that were in the opposition is key for removing Albin Kurti from power. “I think that after December 28, Albin Kurti will no longer be Prime Minister, and I think that people will vote massively for the Democratic Party of Kosovo. There is great mood, and support, for us. I have been on the field every day … The key for removing Mr. Kurti is the cooperation between the PDK, LDK, AAK and other political parties. I think that only they can offer stability,” he argued.

 

Radoniqi hosts Debevoise, briefs him on preparations for Dec 28 elections (Telegrafi)

Chair of Kosovo’s Central Election Commission (CEC) Kreshnik Radoniqi hosted on Tuesday in Pristina the US State Department Deputy Director for Western Central Europe, Lyn Debevoise, and briefed him on preparations for the December 28 parliamentary elections. Radoniqi also thanked Debevoise for the continuous US support for the Central Election Commission and democratic processes in Kosovo.

Osmani: Kosovo’s youth is drawing red line against violence and injustice (EO)

The UNDP in Kosovo and UNDCO organized on Tuesday an exhibition of paintings by youth in Pristina, aimed at presenting the creativity, voice and activism of youth in the fight against gender-based violence and gender inequality. Kosovo President Vjosa Osmani said the exhibition was an important step for awareness raising. She said that Kosovo’s youths are clearly drawing “the red line” against violence and injustice. “This conference comes from the hands of our youth. It is not only a place to met and to celebrate creativity, but above all it is a place for awareness raising which is needed so much … There is a red line that the young generations are drawing between us and gender-based violence. And this wound, this battle, cannot be healed and won in silence. It can only be won through action, solidarity and the courage to say ‘enough’,” Osmani said.

Kallas says inclusion of youth “key” for Kosovo-Serbia normalization (AP)

 

EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, commented on the security situation in the Western Balkans and the dialogue on normalization of relations between Kosovo and Serbia, during a hearing session at the European Parliament’s Foreign Affairs Committee. She said that the dialogue has stalled due to the lack of a government in Pristina and also that it is important to work with the youth in the normalization process. “We need to work with the youth, because if those that were born after these tragedies still have hatred, we will never achieve the normalization of relations,” she said.

 

“Personally I am spending a lot of time on this matter [the dialogue] even though it does not appear in conflict like other conflicts, but I am working on this,” she said when asked if the time has to come to review the approach to the dialogue.

 

KLI: 11 out of 444 accused of corruption in ’24-‘25 are high-profile officials (Koha)

 

The Kosovo Law Institute (KLI) in its report on the performance of justice in prosecution and adjudication of corruption, noted that 11 out of 444 people accused of corruption in 2024 and 2025, are high-profile officials. The majority of indictments against these officials were filed after they had left their positions. KLI researcher, Gezim Shala, said at a press conference: “out of 11 persons accused of corruption as high-profile officials, only 27.2 percent were accused while they still held official positions, while 72.7 percent of the defendants were accused only after they left or completed their mandate in the position for which they were accused of committing the criminal offence”.

 

AmCham Kosovo meets Debevoise, discuss expanding US – Kosovo trade (Klan)

 

Members of the American Chamber of Commerce in Kosovo met with Lyn Debevoise, Deputy Director for West Central European Affairs at the U.S. Department of State, in Pristina on Tuesday. During the meeting, Debevoise expressed interest in hearing directly from businesses operating in Kosovo. “The discussion focused on commercial diplomacy and new opportunities to expand trade between the United States and Kosovo, highlighting the growing potential of our market and the continued commitment to strengthening bilateral economic ties,” AmCham said in a Facebook post.

 

Net FDI inflow to Kosovo up 20.5% y/y in Jan-Sept (SeeNews)

 

The net inflow of foreign direct investment (FDI) to Kosovo amounted to 730.2 million euro ($580.6 million) in the first nine months of 2025, up from 605.7 million euro in the same period of last year, the central bank said.

 

Germany-based investors were the main contributors to FDI inflow to Kosovo in the period under review, with 200 million euro, followed by Switzerland-based investors with 171.2 million euro, United States investors with 66.9 million euro and Albanian investors, with 65.2 million euro, the central bank said in a monthly data release last week.

 

Real estate was the leading sector for foreign investment, attracting a total of 577.5 million euro.

 

In September alone, FDI into Kosovo amounted to 97.9 million euro, up by an annual 7%.

Kosovo prosecution charges three for Ibar–Lepenac canal explosion (KoSSev)

More than a year after an explosive device severely damaged the Ibar–Lepenac canal in Zubin Potok, Kosovo Special Prosecution has filed an indictment against three individuals accused of carrying out the attack. One of the defendants was allegedly recruited as a colonel in Serbia’s Military Intelligence Service. According to the indictment, around 20 kilograms of TNT were planted and detonated inside the canal.

The indictment charges the individuals identified by the initials J.V., D.V. and I.D. with four criminal offenses: “Endangering the constitutional order by destroying or damaging public facilities and equipment,” “Committing a terrorist act,” “Unauthorized possession of weapons,” and “Espionage.”

Djuric: Dialogue has suffered major setback due to Pristina's non-constructiveness (Tanjug)

Serbian FM Marko Djuric said on Tuesday the Belgrade-Pristina dialogue had suffered a major setback due to a non-constructive and uncooperative approach by the Pristina authorities. Djuric was speaking at a panel at GLOBSEC's BELTALKS: Belgrade Economic Talks forum.

"The Belgrade-Pristina dialogue was mentioned here - we have seen a major setback when it comes to the level of collective political, economic, cultural and other rights of non-majority communities in Kosovo. That, too, is a major elephant in the room, and there is no way around that, but the authorities there (in Pristina) have simply not been as constructive and as cooperative as we would like them to", Djuric said.
