Constitutional Court: Assembly not constituted, 12 days remaining (media)
The Constitutional Court has issued a ruling stating that the Assembly of Kosovo has not been constituted, as the deputy speaker from the Serbian community has not yet been elected. The Court has ordered that the constitutive session of the Assembly be completed within the remaining 12-day deadline from the entry into force of this judgment.
The Constitutional Court's decision follows a complaint submitted by 10 members of the Assembly of Kosovo, 9 of them Serb and 1 Gorani, regarding the constitutionality of the decisions made on August 26 and 28. Furthermore, the Court has instructed all Members of Parliament that, during the procedure of electing the Deputy Speaker of the Assembly from the Serbian community, they must carry out their constitutional functions in accordance with the Constitution and the Rules of Procedure of the Assembly.
Additionally, the Court has decided to extend the temporary measure that came into effect on September 5, until this ruling enters into force.
Kurti meets U.S. Senators in Washington D.C. (media)
During his visit to Washington, D.C., Kosovo’s caretaker Prime Minister, Albin Kurti, held a series of high-level meetings with U.S. Senators Jeanne Shaheen, Elissa Slotkin, US Senator from the Republican Party, Joni Ernst and Gary Peters, accompanied by Deputy Foreign Minister Liza Gashi and Kosovo’s Ambassador to the U.S., Ilir Dugolli. Kurti also met with Republican congresswoman from the state of Florida, Kat Cammack.
The discussions focused on deepening the Kosovo–U.S. partnership, with key topics including defense cooperation, regional security, economic development, rule of law, and Kosovo’s Euro-Atlantic integration. Kurti emphasized the strengthening of the Kosovo Security Force and the importance of U.S. backing for Kosovo’s NATO membership. He also highlighted the government’s removal of tariffs on U.S. products and the continuation of the Millennium Challenge Corporation (MCC) Compact.
Senator Shaheen, a vocal supporter of Kosovo, was thanked for her advocacy, particularly in response to the 2023 Banjska attack, and for her calls for justice regarding Milan Radoicic. Senators Slotkin and Peters were both acknowledged for their ongoing support, especially for their representation of the Albanian-American community in Michigan and their role in promoting U.S. investment in Kosovo.
All three meetings reaffirmed the strong and growing ties between Kosovo and the United States.
US State Department 2025 Trafficking in Persons Report: Kosovo (media)
Most news websites reported on Tuesday that the US State Department 2025 Trafficking in Persons Report notes that the government of Kosovo does not fully meet the minimum standards for the elimination of trafficking but is making significant efforts to do so.
“The government demonstrated overall increasing efforts compared with the previous reporting period; therefore, Kosovo remained on Tier 2. These efforts included prosecuting more alleged traffickers and identifying more victims. The government increased funding for victim assistance, including for the government-run shelter and one NGO-run shelter. Similarly, the government increased funding for the victim compensation fund, which paid compensation to more victims. However, the government did not meet the minimum standards in several key areas. The government convicted fewer traffickers, and courts acquitted the majority of alleged traffickers and continued to issue sentences below the minimum penalty prescribed under the trafficking law. Authorities investigated and prosecuted parentally forced begging by children as parental neglect or abuse rather than trafficking and, because of inadequate identification procedures for forced begging, the government did not take effective measures to prevent the inappropriate penalization of potential victims solely for unlawful acts committed as a direct result of being trafficked. The government lacked the capacity to provide long-term assistance and allocated fewer funds for awareness campaigns.”
Among the prioritized recommendations include: Vigorously investigate and prosecute trafficking crimes, including those involving complicit officials, and seek adequate penalties for convicted traffickers, which should involve significant prison terms. Provide advanced anti-trafficking training to judges, prosecutors, and law enforcement, including the indicators of trafficking, victim-centered and trauma-informed trafficking investigations, and to handle all forced begging cases as trafficking. Proactively identify trafficking victims by screening for trafficking indicators among vulnerable populations, including individuals involved in commercial sex, children, and Romani, Ashkali, and Albanian Egyptian communities, and refer all victims to appropriate services. Develop written guidance and enhance efforts to identify and assist children exploited through forced begging. Allocate sufficient resources to the Centers for Social Welfare (CSW) to increase their capacity, staff, and knowledge to assist trafficking victims. Increase resources for NGO-run shelters providing victim assistance. Increase government support for comprehensive vocational training and reintegration services for victims. Provide anti-trafficking training to hotline operators, including on victim identification and referral to services.

Maqedonci in Warsaw discusses risks of disinformation and AI (media)
Kosovo’s caretaker Minister of Defense Ejup Maqedonci is participating at the Warsaw Security Forum. During the conference, Maqedonci emphasized the importance of comprehensive defense in the military domain and the active involvement of people in this process. He highlighted the increasing use of artificial intelligence, disinformation, and malicious foreign interference as key challenges.
On the second day of the Warsaw Security Forum, Maqedonci spoke on the panel titled “Connected but Protected: The Digital Pillar of Modern Democracy.” Alongside ministers and deputy ministers from Poland, Denmark, Ukraine, Albania, and officials from the French Ministry of Armed Forces, they discussed the challenges and opportunities of the digital era.
Maqedonci reiterated the need for inclusive defense strategies in the military field, emphasizing citizen engagement. In a Facebook post, he stated that he pointed out the rise of artificial intelligence, disinformation, and hostile foreign interference as major threats.
Panelists acknowledged that European countries adopt different approaches to these challenges, but agreed that cooperation and sharing experiences are essential for ensuring digital security and protection.
Covey: Thaci had condemned violence against ethnic minorities (Indeksonline)
James Covey, Principal Deputy to then Special Representative of the UN Secretary General and UNMIK chief Bernard Kouchner in 1999 to 2001, said in his testimony at the Specialist Chambers that Hashim Thaci had condemned the violence against ethnic minorities in Kosovo especially in the summer and autumn of 1999.
Excavations continue in Kozle, five mass graves located in Serbia (RTK)
For the third consecutive week, teams of forensic experts from the Institute of Forensic Medicine (IFM) are participating in excavations at the Kozle site in the Novi Pazar region. According to IFM, based on witness testimonies, it is suspected that this location contains human remains of Albanians killed during the Kosovo war. “To date, five mass graves have been located on Serbian territory, from which the remains of 950 Albanians killed during the war have been exhumed,” the statement said.
IFM stated that the work and search efforts are ongoing and will not stop until the fate and whereabouts of every person forcibly disappeared during the war are discovered. Furthermore, it emphasized that the forensic experts from the Institute, in cooperation with EULEX experts and other organizations supporting this process, remain committed, based on their legal mandate, to contributing to uncovering the fate of the missing persons.
KFOR installs 114 signs along Kosovo–Serbia border line (media)
KFOR has announced that it has installed new signs along the border between Kosovo and Serbia. According to the KFOR statement, 114 signs have been placed in mountainous and forested areas to mark the zone in which KFOR operates and to reduce the risk of accidental crossings into the other side of the border. “KFOR will continue its efforts to promote a safe and secure environment for all people in Kosovo, including through regular patrols in northern Kosovo and near the Administrative Boundary Line,” the statement reads.
At the end of the announcement, it is stated that KFOR works in close coordination with the Kosovo Police and the European Union Rule of Law Mission in Kosovo (EULEX), in their respective roles as security providers.

Vucic, Sa'ar discuss possibilities for Serbia-Israel FTA (Tanjug, media)
Serbian President Aleksandar Vucic met with Israeli FM Gideon Sa'ar in Belgrade on Tuesday to discuss bilateral relations and strengthen the cooperation and dialogue between the two countries, as well as possibilities for signing a FTA.
"A good meeting with the FM of Israel, focusing on the key topics of our relations and regional stability, as well as on concrete steps that can contribute to a higher degree of cooperation between our countries and strengthening of dialogue in the international arena," Vucic wrote in a post on his buducnostsrbijeav Instagram account.
Strengthening the bilateral ties is crucial for both countries, he said at the meeting.
"In that context, we assessed possibilities for concluding a FTA that would open up new opportunities for businesses and investments," Vucic posted.
He also noted the significance of long-term cooperation through strategic dialogue and setting up a joint economic committee to better coordinate projects and advance business opportunities.
Petkovic in Jagodina called on Serbs displaced from Kosovo to vote for the Serbian List on October 12 (Radio Mitrovica sever, Tanjug)
The director of the office for Kosovo and Metohija, Petar Petkovic, called yesterday, at the opening of the premises of the home club of the Kosovo Pomoravlje in Jagodina, all displaced Serbs from Kosovo to exercise their right to vote in the local elections on October 12 and vote to support Serbian List.
"The victory of the Serbian List in all ten Serbian municipalities is the victory of the Serbian people! The Serbian List is a political party of national importance, which brings together all true Serbs from Kosovo and Metohija and is the only one with the full support of President Aleksandar Vucic," Petkovic wrote in an Instagram post after a meeting with Serbs displaced from Kosovo.
As he stated, among other things, the prime minister in Pristina, Albin Kurti, "does everything to ensure that there are no Serbs in Kosovo and Metohija".

The constitutive session of the Kosovo Assembly was not completed because a vice president from the Serbian community was not elected, the Constitutional Court in Pristina announced and ordered the election within 12 days.
The Constitutional Court in Pristina demands that all five vice-presidents of the assembly, including the representative of the Serbian community, be elected.
In explaining the decision, the court refers to the provisions of Articles 1 and 4, which stipulate that two vice-presidents from among non-majority communities are elected simultaneously, within the framework of a single vote.
MPs were ordered "to perform their duties in accordance with the Kosovo constitution" and to elect a deputy speaker of the assembly from among the Serbian community, reported RTS.

The Serbian List welcomed the assessment of the Constitutional Court that the constitutive session of the Assembly of Kosovo was not completed without the election of a vice-president from among the Serbian community and stated that their position was confirmed that the chairman of the Assembly of Kosovo from the ranks of Self-Determination Dimal Basha acted unconstitutionally and tried to, as they pointed out, once again take away what is defined as the constitutional right of the Serbian people within the assembly.
In a post on Instagram, the Serbian List said that this is a "small but significant victory for the Serbian people", reported Radio Mitrovica sever.
"The Serbian List welcomes the decision of the Constitutional Court at the request of the Serbian List MP, which confirmed our position that the Speaker of the Assembly from the ranks of Kurti's Self-Determination acted unconstitutionally and tried to take away once again what is defined as the constitutional right of the Serbian people within the assembly. This is a small but extremely significant victory for the Serbian people compared to thirty other decisions of the regime from Pristina which, by violating all regulations, violated the collective and individual rights of our people," they stated.
Bearing in mind that the court did not deliver the complete decision to them, the Serbian List said "that they will refrain from further comments on the decision, especially bearing in mind the fact that in the request they stated several demands for the evaluation of the constitutionality of the actions of the Speaker of the Assembly of Kosovo to the detriment of the Serbian people".
"The Serbian List will continue to do everything in the institutions to protect the rights of our people, thus justifying the trust the citizens gave us in the elections," said the Serbian List.
Protest in Zubin Potok: "We are not strangers here" (Radio Mitrovica sever, Zubin Potok Info, Danas, KoSSev)
In the center of Zubina Potok, a protest was held yesterday in the organization of the Serbian People's Movement, following the announced decisions of the Kosovo authorities on the implementation of the Law on Foreigners, but also on the management of vehicles with foreign license plates based on authorization.
In addition to citizens, this protest was joined by members of the Serbian Democracy and the Party for Freedom, Justice and Survival, reported Zubin Potok Info.
The president of the Serbian People's Movement, Milija Bisevac, said that they gathered to send a clear message that Serbs are not foreigners and to raise their voice against the decision of the Kosovo authorities, which they consider discriminatory.
"We are not foreigners here. This is our country, our children are here, our grandfathers are here, our graves are here, and we will stay here. We do not want to be foreigners in our own country," said Bisevac. He warned that the right to life of the Serbs is being challenged by the recent decision of the Kosovo government regarding personal documents and the Law on Traffic Safety.
The vice-president of the Serbian Democracy, Stefan Veljkovic, said that although they differ politically, they came from this party to support this gathering, because they think that its significance is beyond the party.
"Thousands of our citizens throughout Kosovo have been affected by these discriminatory measures of the Kosovo government, which have been carried out continuously for years. My personal appeal to the international community is to stop being anemic and mute and remain silent in the face of everything that is happening to our people in Kosovo, because if this pace continues, there will be no Serbs in Kosovo in a few years, and that will be the direct responsibility of the international community and all those who remained silent," said Veljkovic.

Radoica Radomirović, a former deputy minister in the Kosovo government and candidate for the Leposavic municipal assembly on the ticket of Novo lice – Narodna pravda (“New Face – People’s Justice”), i.e. list holder, lashed out at a KoSSev reporter following a press conference in North Mitrovica on Sunday.
The incident occurred after Serbian MP Miloš Parandilović addressed local media and walked through the city center alongside candidates from the same initiative, voicing support ahead of the upcoming local elections.
From downtown North Mitrovica, Parandilović declared that “there will be no salvation for Serbs until they free themselves from Srpska lista and Milan Radoičić.”
He also answered questions from journalists, including from KoSSev. Asked why, as a vocal critic of both Albin Kurti’s and Aleksandar Vučić’s policies, he chose to support an initiative whose official had previously served in a Vetëvendosje-run municipality, Parandilović replied that “no one is without sin,” describing the candidates instead as offering “an alternative and freedom in a time of evil.”
On another question—why he had not joined the student-led call earlier this summer for MPs to boycott parliament while retaining their mandates—he said such a move would “only give more room to Vučić’s regime,” insisting that he alone decides how to use his mandate.

Once the official press appearance ended—conducted in what was described as a professional atmosphere—and after the KoSSev reporter switched off her camera, Radomirović approached her angrily.

Denial of Radomirovic to the writing of KoSSev (KoSSev)
Portal KoSSev reported that from the unaddressed and unsigned email of Radoica Radomirovic to the KoSSev portal, after several messages from the holder of the "New Face people's Justice" list Radoica Radomirovic to the editor of KoSSev Tatjana Lazarevic, the following message arrived:
"Due to the unprofessional and malicious reporting of the KoSSev portal and the selective publication of parts of private correspondence with their editor, Tatjana Lazarevic, I consider it my duty to address the public and present the facts, in order to deny the allegations of the aforementioned portal.
After finishing the interview with Miloc Parandilovic, I asked a question to the journalist - why is she manipulating information regarding the involvement of Mr. Nenad Radosavljevic and the municipality of Leposavic. I would like to point out that on that occasion I did not interfere in any way with the work of the journalist, nor did I prevent the performance of her professional duties. A few hours later I received a text message from me to an unknown number at the time, who introduced herself as Tatjana Lazarevic. I responded to that message the next day via the social app, also in writing.
The KoSSev portal then tendentiously published a text in which only one part of our correspondence was taken out of context, which is a serious manipulation that misleads the readers. For the sake of objective and complete information to the public, I invite the editors of the KoSSev portal to publish my side of the communication in full, as well as my comment on the whole situation.
If the portal believes that it has the right to transmit private correspondence, then it has the obligation to do so in its entirety, and not selectively, in order to create a false image of the interlocutor,'' read denial of Radomirovic sent to KoSSev.
KoSSev reported that in the second, also without title and unsigned email, screenshots of the correspondence between the holder of the "New Face People's Justice'', Radoica Radomirovic, and the editor, Tatjana Lazarevic, were published.
