What does the draft Conclusions of the EU Council of Ministers contain? (Vecernje Novosti)
Belgrade based daily Vecernje Novosti reports that a comprehensive legally binding agreement between Belgrade and Pristina should cover all outstanding issues in line with international law and EU acquis and contribute to regional stability.
In the draft Conclusions, to be adopted at the session of EU Council of ministers/ General Affairs on Tuesday, conclusion of such an agreement without further delay, with the mediation of the High Representative, is of crucial importance so that Belgrade and Pristina could progress on the European path, wrote Novosti, claiming they had insight into the draft of the document.
Novosti reports that in the document a regret was expressed that “there was no progress in the drafting of Statute of Association/Community of Serbian Municipalities, but also the full implementation of joint management of IBM crossings and in the Energy Agreement”, and that it notes that “the bridge in Mitrovica was not opened for traffic”.
According to Novosti, Belgrade is expected to “contribute to the establishment of a favourable environment, including in international and regional engagement, as well as to refrain from any act that can be considered a provocation”.
Progress in chapters on the rule of law and fundamental rights remains crucial and will determine the overall speed of accession negotiations. The importance of full co-operation with The Hague tribunal is emphasized, with the remark that one should prevent any glorification of war criminals.
