Ukraine and the Middle East, being the two big geopolitical hotspots, are crucially influencing stability in Balkans and overall position of Serbia. Our energy safety, export, investment, existence of the maneuvering space in foreign policy will depend on development of the crisis in Ukraine. Positioning of Turkey, which is important for Balkans, the issue of radicalization of Balkan Muhammadans and the issue which scares the most, possibility of launching huge migration waves toward the Europe, depend on the development of situation in the Middle East.

Implementation of the Brussels Agreement is one of the three areas for which Belgrade, as announced, will receive a positive assessment in the annual report of the European Commission, which should appear in the first half of October.  Due to mutual accusations of official Belgrade and Pristina, the fact that the elections on both sides swallowed nearly a year and a post-election political crisis in Kosovo and Metohija, the EC has lowered the criteria for the full implementation of the Brussels Agreement ( the constitutionality is assessed before the Constitutional Court of Serbia).

The establishment of a special court for KLA crimes depends on the pace of the formation of new Kosovo government, which should sign an agreement on the establishment probably with the Netherlands, where will be located a part of the court. Decision on the establishment of the Court brought previous composition of the Kosovo Assembly in late April, and it is expected that the Court will start working in 2015. However, the organization, jurisdiction and the way of functioning are still in the sphere of assumptions.

Representatives of the ruling coalition believe that the reason for that is political crisis in Pristina, which occurred after the early parliamentary elections, because it hampers the implementation of the Brussels Agreement.
